27.11 Pursuant to General Assembly resolution 58 269 of 23 December 2003, resources identified for the conduct of monitoring and evaluation amounting to 2,002,000 are included under Executive direction and management ( 937,400), subprogramme 1, Strategic communication services ( 663,900), subprogramme 2, News services ( 329,700), subprogramme 3, Library services ( 19,200) and subprogramme 4, Outreach services ( 51,800).

To carry out its mandate as the appropriate executive authority to oversee, coordinate and enhance the global management and delivery of United Nations conference services, the Department has focused, in particular, on enhancing the management of the calendar of conferences and meetings.

Major Programme G provides a number of specific programmes to meet the full range of administrative needs of UNIDO, including human resource management, financial services, procurement and logistical services (formerly referred to as General Services), legal services, and information and knowledge management, as well as the overall direction and management of these services.

The Common Services Expansion Programme was initiated in May 2004 by the commitment letter of the Executive Heads of UNDG agencies and officially launched by the UNDG Management Group in October 2004 during the Common Services Global Meeting in Bangkok from 20 September to 1 October 2004.

Similarly, centrally controlled expenditures are now requested under Executive Office rather than Office of the Chief Executive Officer or Information Management Systems Service.

General description The Programme will carry out management and coordination functions in order to provide adequate service in the areas of human resource management, including implementation of staff training programmes to all UNIDO staff, financial services, including implementation of technical cooperation projects, procurement and logistics services, legal services, and other administrative services, including buildings management.

Executive Direction and Management (EDM) comprises the functions and staff of the Executive Secretary, who has the responsibility for the overall management of the secretariat, for providing guidance on strategic issues and for high level representation.

The Common Services Management System is a result tracking and management system developed specifically for inter agency common services arrangements, enabling country teams, regional teams, Regional Director teams, UNDGO and the UNDG Management Group to monitor individual country common services arrangements, using both quantitative and qualitative indicators.

Accordingly, the Administration contracted the services of a programme management firm on 4 October 2004 to oversee the management of design and construction documentation services, among other things.

The programme supported the Executive management and policy programme in cooperation with the GEF.

Major Programme B contains only two programmes covering executive direction and management provided by the Office of the Director General, and the accountability, oversight, internal audit and evaluation services provided by the Office of the Comptroller General.
