The European Union, however, has built up a large external surplus, owing mainly to positive trade balances in the eurozone. The EU s current account surplus in 2014, at around 250 billion, will be even higher than that of emerging Asia.

That is how the turnaround of the economy took place by reducing the fiscal deficit and converting the external balance of payments from deficit to surplus.

After emerging from the crisis, indicators show a sustained growth in the economy, and a surplus in the fiscal external accounts, together with a recovery in national reserves.

Before the 2008 crisis, there was much talk of global imbalances, and the need for the trade surplus countries, like Germany and China, to increase their consumption. Indeed, why not create European Infrastructure Bonds, backed by revenues generated by the investments or tax income from the countries that emit EIBs? This would not only spur jobs and long term growth it would also stem the rise in Europe s external surplus.

Furthermore, East Asia s growth model has been sustained ultimately by mobilizing rising domestic savings and pumping out exports. So, although India might initially absorb some international capital, it might ultimately prefer to build foreign reserves by running small external deficits or even a surplus.

Ireland is the only country that has lowered its prices and wages, and its current account deficit is about to swing into surplus. By contrast, Spain s external deficit is still above 4 of GDP, while Portugal and Greece recently recorded astronomical figures of around 10 .

Saudi Arabia also has a bilateral and multilateral surplus Americans want its oil, and Saudis want fewer US products. Even in absolute value, Saudi Arabia s multilateral merchandise surplus of 212 billion in 2008 dwarfs China s 175 billion surplus as a percentage of GDP, Saudi Arabia s current account surplus, at 11.5 of GDP, is more than twice that of China.

Cognitive surplus is made up of two things.

But the euro weakness triggered by quantitative easing has further boosted Germany s current account surplus, which was already a whopping 8 of GDP last year. With external surpluses also rising in other countries of the eurozone core, the monetary union s overall imbalance is large and growing.

Since China s external surplus is already down to less than 2 of GDP, a decline in domestic saving could result in China beginning to run a current account deficit. In that case, China would no longer be a net buyer of foreign bonds and other assets.

Experience suggests that China s external position is highly sensitive to global conditions, with the surplus GDP ratio rising during boom times for the world economy and falling during slumps.
