The Folklore of Buried Memories

There's been a lot of folklore developed around the ocean, mostly negative.

An observer for WIPO reported on the future direction of the WIPO Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore (IGC).

If you read folklore and mythology, any kind of myths, any kind of tall tales, running is always associated with freedom and vitality and youthfulness and eternal vigor.

Mr. Rao (World Intellectual Property Organization) said that his organization had been involved for decades in dealing with issues relating to traditional knowledge, genetic resources and the folklore of indigenous communities.

It had also studied a number of policy options that were potentially of benefit to the communities concerned, including possibilities and limitations regarding the applicability of patents, copyrights and trademarks to traditional knowledge, genetic resources and folklore.

In 2000 the World Intellectual Property Organization (WIPO) had established an Intergovernmental Committee with a mandate to discuss intellectual property issues arising from access to genetic resources and benefit sharing, and the protection of traditional knowledge and folklore.

Acknowledging the contribution that the ongoing work of the Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore, of the World Intellectual Property Organization, can make in enhancing the effective implementation of the provisions of the Convention on Biological Diversity,

And what worries me, as we stand here in the rubble of the economic collapse, is that too many organizations are making their decisions, their policies about talent and people, based on assumptions that are outdated, unexamined, and rooted more in folklore than in science.

Popular images of past disasters are part of our folklore, often buried in the dim reaches of our memory, but re emerging to trouble us from time to time. Like traditional myths, such graphic, shared images embody fears that are deeply entrenched in our psyche.

Elsewhere, the Cultural Bureau of Yuexiu District will also hold a flower market forum, and will invite old Guangzhou leaders, folklore experts, celebrities, old residents of Beijing Road and others to come together to talk about the history and future development of Beijing Road and West Lake Road flower markets.

The WIPO Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore, and other relevant United Nations organizations, should continue to address public domain issues in relation to free, prior and informed consent and the protection of traditional knowledge and cultural expressions and recommend possible solutions as an urgent priority.

In addition, it encourages cultural events, such as seminars, workshops, exhibitions, which include as participants intellectuals, journalists, artists, musicians, folklore troupes and so forth from all over the world, in order to enrich our society's openness and knowledge of the diversity of other cultures, ideas and concepts, while maintaining our own distinctive cultural environment.

In relation to intellectual property rights and or other protection regimes for traditional forest related knowledge, and the fair and equitable sharing of benefits, stressed in several reports is the importance of the developments taking place within the frameworks of the Convention on Biological Diversity and the World Intellectual Property Organization Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore.

The wording of the ninth preambular paragraph, which addressed the important issue of the protection of traditional knowledge, was misleading and could be construed in a manner incompatible with the statement made by the European Union in November 2004 at the meeting of the World Intellectual Property Organization (WIPO) Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore.
