Moreover, the mandatory 20 foreign exchange cover stipulated in the convention signed with France in 1962 now stands at 110 . And a foreign exchange control enacted in 1993 ensures that only France benefits from this capital drain by limiting the free flow of capital to France alone.

At the same time, if the world s most powerful countries stopped promoting full capital account liberalization, developing countries would feel less pressure to protect themselves by accumulating foreign exchange reserves. By investing the funds in development projects instead, they could address both savings and foreign exchange constraints.

First, China has an understandable interest in diversifying its substantial holdings of foreign exchange reserves away from low yielding US Treasuries to real productive assets with higher returns. That is why China established its sovereign wealth fund, China Investment Corporation, and why CIC decision makers are seeking more FDI opportunities.
