The murder of 11 provincial legislators held hostage by Colombia s FARC guerrillas is a reminder of that country s eternal agony. But strange to say, Colombia is in better shape today than it has been for years, thanks largely to President Alvaro Uribe s leadership.

Civilians have become the main victims of a strategy aimed at undermining the guerrillas, which has resulted in forced labor, the use of human minesweepers, and massive relocations of entire villages. There are now an estimated 600,000 to one million internal refugees.

This momentous shift reflects the decimation of the FARC following long years of struggle, the resilience of Colombian society, and, perhaps most important, Santos s brilliant regional policy. By weakening the so called Bolivarian Axis (Venezuela, Ecuador, and Bolivia), the FARC guerrillas were left without a supportive regional environment.

But Colombia the region s oldest and most stable democracy is still plagued by illegal, armed guerilla organizations. Unlike in other countries, where guerrillas pursued exclusively political demands, Colombia s guerilla groups became involved in drug trafficking, which transformed them into lethal institutional monsters, one part subversive organization and one part criminal mafia.

Alvaro Uribe of Colombia was happy just to have a US Chief of State visit Bogotá the last one to do so was Ronald Reagan in 1982. In fact, Bush s was a brave gesture despite Uribe s success in combating drugs, paramilitaries and guerrillas, his capital is not an especially safe place.

The Kremlin closed its eyes to Kadryov s amnesty of former guerrillas and their inclusion in his paramilitary units. In exchange, Kadyrov was to wage war against the remaining Islamist resistance and thus relieve Moscow of the burden of shedding Russian blood, or at least minimize the cost in Russian casualties.

BOGOTÁ In Medellín, Colombia s second largest city, you can listen to an impressive presentation by the mayor s office about emerging industrial parks and new technology firms. Then, a glance at your smartphone reveals that guerrillas have kidnapped an army general, and that negotiations to end a decades long civil war with the Revolutionary Armed Forces of Colombia (FARC), Latin America s oldest guerrilla group, are at a standstill.

MEXICO CITY The last time Mexico experienced a political crisis more serious than the one it is undergoing today was in 1994, when a group of so called Zapatista guerrillas staged a semi armed uprising in the southern state of Chiapas. The president s handpicked successor was assassinated, and, as if that was not enough, the value of the peso had plummeted by nearly 70 .

Aside from areas of particular concern (oil, arms, guerrillas, drugs), the US needs Latin America dearly nowadays because resistance to it is springing up everywhere, and with greater virulence than at any time since World War II s end. The next US president must reinvigorate a relationship that is ready to be substantially transformed for the first time since Franklin Roosevelt s Good Neighbor Policy of seven decades ago.

In Venezuela, the October 7 presidential election may put an end to Hugo Chávez s 14 years in power, along with his systematic destruction of the economy, media clampdowns, and endless meddling in other countries affairs. In Colombia, peace talks scheduled for October 8 in Norway between President Juan Manuel Santos s government and the FARC guerrillas may bring an end to 40 years of war and bloodshed.

Nowadays, only two groups remain immersed in an anachronistic struggle the Colombian Revolutionary Armed Forces (FARC), the larger, older, and better funded of the two, and the National Liberation Army (ELN). After winning the presidency in 2002, Álvaro Uribe vowed to defeat the guerrillas who have added terrorism to their repertoire mounting an offensive that employed all of the power of the state and its law enforcement authorities.
