We are hopeful that that will pave the way for a more substantial dialogue with States on the implementation of their obligations.

That can be achieved only if the parties proceed without delay to the full implementation of their obligations under the road map.

The Secretariat is requested to submit to the COP at its seventh session, an interim report on the implementation of the Declaration on the commitments to enhance the implementation of the obligations of the Convention.

That means implementation of Chapter VIII of the Charter, while ensuring that there is no infringement upon the Security Council's obligations under the Charter.

This mechanism would regularly monitor the implementation of the Convention, harmonize the country's human rights system with international standards and discharge the reporting obligations.
