In relation to the Organization's peacekeeping operations more generally, the Office continued to provide advice and assistance with respect to the interpretation and implementation of mandates, the preparation of rules of engagement and the negotiation and implementation of status of forces agreements.

Regarding the implementation of rules, obligations under disarmament and non proliferation treaties have become so advanced and complicated that some developing countries have difficulties in implementing them.
