In the industrial sector, three Parties proposed projects to substitute natural gas for conventional industrial fuels (fuel switching).

Natural gas, however, is the weak link. Asia s pipeline network is far too thin, and gas prices are among the highest in the world.

I mean, how affordable is it to continue to live in suburbia with rising gas prices?

Political pundits agree that presidential approval ratings are highly correlated with gas prices when prices go up, a president s poll ratings go down. But, in view of America s long history of neglect of energy security and resilience, the notion that Barack Obama s administration is responsible for rising gas prices makes little sense.

Commodity markets, too, have become a source of disinflationary pressure. Presenting Iran with these alternatives presupposes that the West does not fear rising oil and gas prices. Indeed, the two other options Iran s emergence as a nuclear power or the use of military force to prevent this would, in addition to all of its horrible consequences, also increase oil and gas prices.

Russia s economic growth is still driven by the sound market reforms undertaken in the 1990 s and Putin s first term, together with high oil and gas prices. But, while growth is not likely to stop any time soon, Russia s economic success increasingly hinges not only on high but rising oil and gas prices.

Third, we face steeply rising prices for fossil fuels, as developing countries growth drives up demand and conventional supplies of coal, oil, and gas are depleted. Sure, we can find more fossil fuels, but at much higher cost and at much greater environmental risk from industrial spills, waste products, leaks, and other damage.

Gas prices, by contrast, vary widely across regions from under 4 MMBtu in the US to around 10 in Europe and 15 in Asia. Until the gas market becomes more liquid and more global, this spread will remain.

Rapid global demand for electricity, increasing uncertainty in supply and prices of oil and natural gas, and concerns about the greenhouse gas emissions have opened more prospects for the new development of nuclear energy at the global scale.

But then oil and gas prices (adjusted for inflation) entered a multi decade period of decline. Policies targeting energy efficiency and security largely lapsed.

An important corollary for commodity producing developing countries is that industrial metal prices, which really are leading indicators of economic activity, may well increase after an oil price collapse. In 1986 87, for example, metal prices doubled a year after oil prices fell by half.

The prospect of falling prices reflects the collapse of industrial production, the resulting high level of unemployment, and the dramatic decline in commodity prices. Industrial production is falling at double digit rates in the negative inflation countries, and the price index for all commodities is down more than 30 over the past year.

But Europe cannot build an industrial strategy on cheap energy. Unlike the United States and China, which the International Energy Agency estimates possess the world s largest shale gas deposits, Europe cannot rely on its limited energy reserves to lower prices especially given that its greater population density makes extraction more difficult, and thus prohibitively expensive.

Given the heat waves, droughts, and other climate stresses across the US, Europe, Australia, and elsewhere this year, wheat prices are now shooting up to their highest levels in decades.

With Russia s economy faltering, Putin is finding it increasingly difficult to employ the second tool of power payment. Not even oil and gas, Russia s most valuable resources, can save the economy, as Putin s recent agreement to supply gas to China for 30 years at knockdown prices demonstrates.

SEOUL The commodity super cycle in which commodity prices reach ever higher highs, and fall only to higher lows is not over. Despite the euphoria around shale gas indeed, despite weak global growth commodity prices have risen by as much as 150 in the aftermath of the financial crisis.

Without a robust industrial base, African countries in general and LDCs in particular will remain disadvantaged and dependent on declining prices of natural resources and on largely agricultural, rural based economies.

The conference also featured a panel on an unusual subject The American Oil and Gas Bonanza The Changing Geopolitics of Energy.
