Weak employment generation had brought an increase in informal employment, and the widening gaps between skilled and unskilled workers and between the formal and informal economies had contributed to persistent and deepening inequality worldwide.

This chapter looks at three main aspects of employment in Bosnia and Herzegovina workers on lay off, employment in the informal sector and discrimination in the labour market.

Women have been displaced towards open unemployment and informal employment, which demands more effort and provides less income.

The general assumption that formal sector employment is preferred over informal sector activity also applies to Indonesian workers.

(j) The Delhi Group recognized the importance of high quality data on status in employment for the reduction of coverage errors in mixed household and enterprise surveys of the informal sector, as well as of classification errors in surveys on informal employment and recommended that ILO develop a module of household survey questions on status in employment for testing by countries.

Where job growth has taken place, it has been concentrated in insecure, informal employment with low wages and few benefits.

The project addresses all aspects of these issues surrounding measurement of the informal sector and informal employment and attempts to place these new data within a framework covering the economy as a whole.

The globalized environment was marked by shrinking economies and a reduction of employment opportunities, forcing many women into the informal sector.

On the other hand, there are countless micro enterprises, mostly in the informal sector, which provide employment to poor people, especially women.

In these countries, informal sector enterprises are an important provider of employment and income opportunities not only in rural but also in urban areas.

(a) The Delhi Group noted that there had been significant developments in the operationalization of definitions and the conceptual framework of the informal sector and informal employment surveys since the last meeting of the Group held from 2 to 4 February 2004 in New Delhi.

With greater support from national and local governments, the indigenous entrepreneurship and creative potential of the informal sector operators could be tapped and small informal enterprises could grow into more productive formal enterprises which would yield employment, growth and a significant increase in tax revenues.

In short, unemployed persons willing to engage in some sort of self employment do not only form the informal sector it is also owned by formally employed persons.

It has also put more emphasis on ensuring that employment and decent work goals are incorporated in both the formal and informal sectors and in poverty reduction strategies.

Governments and local authorities could assist in creating employment opportunities and in enterprise formation in the vicinity of informal settlements through appropriate land development policies and infrastructure investments.

Informal informal consultations

The private sector has not experienced sufficient growth, and in the public sector, the State has been forced to reduce the number of State institutions, thereby reducing public sector employment, with the result that workers have had to seek employment in the informal sector.

They express concern over the availability and quality of employment, particularly with regard to the informal economy, where most jobs offer few prospects, hazardous conditions and no social protection.

The Committee welcomes the Programme to Eradicate Child Labour (PETI), however it is deeply concerned at the high rates of informal employment of children, in particular in domestic labour.

A gender and youth sensitive enabling legislative framework could support the creation of employment and entrepreneurial opportunities in the informal sector, with a particular focus on these two groups.

The lack of data on the informal sector and informal sector economic activities complicates economic planning, at the national and international levels, as well as the design, monitoring and evaluation of programmes policies aimed at promoting gender equality, eliminating child labour, creating employment and reducing poverty.

In view of a growing trend in this area, we are observing rapid growth in the urban informal sector and an increase in the incidence of hazardous employment and crime.

Until the recent amendment of the Labour Code, all types of informal employment, including part time work and fixed time work, had been excluded from the scope of the Code.

In 2004, the Government had produced two reports on informal and unregistered employment and efforts were currently under way to develop an action plan to address that particular problem area.
