4. Determines that it is feasible to develop an international instrument to enable States to identify and trace, in a timely and reliable manner, illicit small arms and light weapons

The issue of concluding work on the draft instrument was reassessed in light of earlier discussions on this topic in the Working Group (see A CN.9 552, para. 168).

It was pointed out that, while the language was based on previously agreed texts, it should be re examined in light of its proposed inclusion in a legally binding instrument.
