In 1907, a major financial crisis emanating from the United States affected the rest of the world and demonstrated the fragility of the entire international financial system. The response to the current financial crisis is replaying a similar dynamic.

The international community needed to give the developing countries financial and other trade related technical assistance to complement their efforts to integrate themselves more effectively in the international trading system.

Sovereign debt has been a major feature of the international financial system for centuries. Kings borrowed, often internationally, to finance wars and other expenditures.

To remove the structural obstacles, a more equitable new international economic order should be created including the establishment of an open and non discriminatory multilateral trade system and an improved international financial system, in both of which developing countries would participate more effectively.
