Noting that reporting methods contained in chapter 4 of the Intergovernmental Panel on Climate Change Good Practice Guidance for Land Use, Land Use Change and Forestry should ensure that areas of land subject to land use, land use change and forestry activities under Article 3, paragraphs 3 and 4, are identifiable.

CMP.1 Land use, land use change and forestry (FCCC KP CMP 2005 3 Add.1)

Accounting of anthropogenic greenhouse gas emissions by sources and removals by sinks resulting from land use, land use change and forestry activities under Article 3, paragraphs 3 and 4, shall begin with the onset of the activity or the beginning of the commitment period, whichever comes later.

National inventory systems under Article 5, paragraph 1 shall ensure that areas of land subject to land use, land use change and forestry activities under Article 3, paragraphs 3 and 4, are identifiable, and information about these areas should be provided by each Party included in Annex I in their national inventories in accordance with Article 7.

The land categories shall be consistent with those defined in chapter 2 (Basis for consistent representation of land areas) of the IPCC Good Practice Guidance for Land Use, Land Use Change and Forestry.

Under the section Article 3.3 and 3.4 issuance or cancellation', each Annex I Party shall report information on its LULUCF activities, by individual activity, in accordance with the annex to decision CMP.1 (Land use, land use change and forestry), and with its election of activities pursuant to paragraph 8 (c) and (d) of the annex to decision CMP.1 (Modalities for the accounting of assigned amounts)

Efficient land use management could be enhanced through computerization of land records and data.
