Democracy must spread from the local level to the regional level, and from the regional level to the State.

Democracy had already taken hold at the grass roots level.

On one level nobody's questioning that democracy is the best form of government.

Likewise, democracy is often implemented within States, but seldom at the international level.

To this end, the High level Plenary Meeting should endorse the proposed Democracy Fund.

Indeed if we are genuinely serious about reform and democracy on a global level, we must begin with the reform of the world's highest organization, and establish democracy within it.

The principles of democracy and grassroots participation which were being hailed as the recipe for socio economic development at the national level should also apply at the international level.

The Limits of Democracy
