It is especially important to improve national knowledge of international laws, norms and standards relevant to maritime interdiction.

In this regard, the Maritime Interdiction Exercise hosted by Japan in October 2004 promoted understanding of and support for the Initiative.

The scope for movement of large quantities of drugs by such methods called for greater attention to techniques of maritime interdiction.

I am pleased to note the successful completion of a recent PSI maritime interdiction exercise, hosted by Singapore in August, with the participation of 13 other countries.

Singapore hosted a maritime interdiction exercise, code named Exercise Deep Sabre, from 15 to 19 August 2005, which involved a number of PSI countries as participants and observers.

Control and interdiction of trafficking and distribution

Other areas in which cooperation was effective included monitoring the movement of precursors, tracking air and maritime routes, coordinating interdiction activities within different jurisdictions, posting liaison officers abroad and holding regional meetings of law enforcement agencies.

(a) With the majority of cocaine trafficked by sea, Governments should ensure that their law enforcement agencies responsible for maritime control are trained, equipped and supported so as to be effective in their interdiction efforts to counter cocaine smuggling

They described their interdiction activities, the strengthening of their interdiction detection capacities and trends in seizures of illicit drug consignments and in arrests and sentencing of drug traffickers.

Maritime claims and the delimitation of maritime zones

The Bahamas was also an active participant in regional interdiction mechanisms.

During the reporting period there were a number of successful interdiction operations by the Afghan Special Narcotics Force (ASNF) and the National Interdiction Unit (part of the Counter Narcotics Police of Afghanistan).

5. With respect to the relationship between maritime claims and maritime liens , the observer for the International Maritime Committee (CMI) noted that, in ensuring that maritime liens recognized by the 1993 International Convention on Maritime Liens and Mortgages (MLM Convention) were covered by the definition of maritime claim , there was no need strictly to use the same wording, since maritime liens were by nature more restrictive than maritime claims .
