(ii) Organization of a workshop on negotiation skills for the Atlantic, Indian Ocean, Mediterranean and South China Seas countries

The Desertification Information System for the Mediterranean (DISMED) seeks to improve the capacity of national administrations of Mediterranean countries to put in place effectively measures and policies to combat desertification and mitigate the effects of drought.

Under the Euro Mediterranean agreements, obligations similar to those under the Europe agreements, except in respect of the requirement to align competition rules, have been extended to trade between the European Union and several Mediterranean countries.

Parallel to that development has been the initiative by Malta, at the Second Inter Parliamentary Union Conference on Security and Cooperation in the Mediterranean, held in Malta from 1 to 4 November 1995, to set up an association of Mediterranean States, open to all the Mediterranean coastal countries and to those countries whose destiny is directly linked to that Sea, according to modalities to be defined.

Is implementing the Regional, Civil Program for Solid Waste Management in four Arab Mediterranean countries (Morocco, Tunisia, Egypt and Lebanon).

It is also collaborating in the Medsat initiative, aimed at promoting satellite services for the countries of the Mediterranean Basin.

NATO s Mediterranean emphasis was inaugurated in 1994 through the Mediterranean Dialogue, which linked countries like Egypt, Israel, Jordan, Morocco, Mauritania, Algeria, and Tunisia in security discussions with the Alliance. The Dialogue was not exactly an edifying success, however.

But Germany itself would probably prefer to keep its British partner, rather than face the Mediterranean countries alone. Culture still matters.

6. Recognizes also that respect and greater understanding among cultures will contribute to enhancing peace, security and cooperation among Mediterranean countries

Furthermore, Greenpeace warned against the reported sale of nets from Italy to fisherfolk of non EU countries in the Mediterranean region.

Several northern Mediterranean countries have made an inventory of traditional techniques for growing olive trees, protecting old terraces and repairing old irrigation systems.

Already in 1990, in Algiers during the Ministerial Conference of the Mediterranean Non Aligned Countries, Mr. de Marco had proposed the creation of a council of the Mediterranean, which would bring together the parliamentarians of the political entities of the region, attending regular sessions, with a committee of ministers to monitor and direct the political, cultural and economic development of the Mediterranean.
