Most northern Mediterranean countries have no specific legislation for combating desertification.

Under the Euro Mediterranean agreements, obligations similar to those under the Europe agreements, except in respect of the requirement to align competition rules, have been extended to trade between the European Union and several Mediterranean countries.

NATO s Mediterranean emphasis was inaugurated in 1994 through the Mediterranean Dialogue, which linked countries like Egypt, Israel, Jordan, Morocco, Mauritania, Algeria, and Tunisia in security discussions with the Alliance. The Dialogue was not exactly an edifying success, however.

But Germany itself would probably prefer to keep its British partner, rather than face the Mediterranean countries alone. Culture still matters.

Several northern Mediterranean countries have made an inventory of traditional techniques for growing olive trees, protecting old terraces and repairing old irrigation systems.

Having completed a successful programme in countries of the Danube River Basin, UNIDO is now preparing a similar programme for the countries of the South and East Basins of the Mediterranean Sea.

But it is not just Northern Europe that could gain from such an approach. Europe's southeastern and Mediterranean countries could also benefit from sharing power.

That Library received the Anna Lindh Euro Mediterranean Foundation award, whose goals include projecting the common heritage of the Mediterranean region by strengthening links and dialogue between the north and the south of the Mediterranean Sea.
