On 29 April 1999 the Law On Organisations of Employers and their Associations was enacted, providing the legal status and system of employers' organisations, as well as their rights and obligations in relations with trade unions, public and municipal institutions.

In July 2003 the Roundtable of Estonian Women's Associations was formed in cooperation between women's organisations and human rights organisations.
