The present note is submitted to facilitate consultations among Member States on the theme for the high level segment of the substantive session of 2006 of the Economic and Social Council.

We are pleased to note the high level of support expressed this year at Geneva, but also currently in the First Committee for the commencement of negotiations on such a treaty at the Conference on Disarmament.

Accordingly, the Office of the United Nations High Commissioner for Human Rights (OHCHR), on 24 May 2005, transmitted a note verbale to Governments, on behalf of the Secretary General, requesting information for inclusion in the present report.
