STATEMENT MADE AT THE OPENING PLENARY MEETING BY THE REPRESENTATIVE OF CUBA

1st plenary meeting Opening of the session by the President of the General Assembly

I. Statement made at the opening plenary meeting by the representative of Cuba . 14

During the opening plenary meeting, representatives of Kuwait, Iraq, India and Palestine addressed the Council.

At its opening plenary meeting, on 22 February 2005, the Commission elected its Bureau as follows

CSTD was represented as an opening plenary speaker at the 1991 IAIA meeting in Urbana, Illinois.

Organizational matters Sub items (a) to (f) will be taken up at the opening plenary meeting.

As to the structure of the opening plenary, the COP may wish to consider the following scenario.

At its opening plenary, on 14 November 2005, the Conference elected its President and other officers as follows

The session will open on Monday, 2 May 2005, with the official opening at 9 a.m. in the Plenary Hall.

It is further proposed that there be no oral statements in plenary by observer organizations, at the opening or otherwise.

The COP may wish to establish a Committee of the Whole at its opening plenary and to designate its Chair.

Within the framework of the High level Plenary Meeting, the Assembly will hold a separate meeting on financing for development on 14 September 2005, immediately following the adjournment of the opening plenary meeting of the High level Plenary Meeting.

Many speakers at the opening plenary called for more backing for local authorities from the United Nations system and from Governments.

The separate meeting on Financing for Development will be held within the framework of the High level Plenary meeting from 10 a.m. to 1 p.m., immediately following the adjournment of the opening plenary meeting.

Also at its opening plenary, the Conference adopted its rules of procedure as contained in document TD RBP CONF.3 2 Rev.1.

Decides that the separate meeting on Financing for Development to be held within the framework of the High level Plenary Meeting shall be held on 14 September 2005, immediately following the adjournment of the opening plenary meeting

The separate meeting on Financing for Development will be held from 10 a.m. to 1 p.m. immediately following the adjournment of the opening plenary meeting.

14. Also at its opening plenary, the Joint Intergovernmental Group decided to establish an informal sessional group of the whole to consider agenda item 3.

The opening plenary will continue on the morning of 19 August, followed by meetings of regional and other interest groups for the remainder of that day.

The Executive Director will present his policy statement, contained in document UNEP GCSS.IX 2, during the opening plenary meeting on the morning of Tuesday, 7 February 2006.

At the 2nd plenary meeting, on 8 July, a further opening statement was made by Dr. Assad Kotaite, President of the Council of the International Civil Aviation Organization.

6. At its opening plenary, the Joint Intergovernmental Group decided to pursue its consideration of this item within the framework of an informal sessional group of the whole.
