In countries that cannot issue debt in their own currency (traditionally emerging market economies), or that issue debt in their own currency but cannot independently print money (as in the euro zone), unsustainable fiscal deficits often lead to a credit crisis, a sovereign default, or other coercive form of public debt restructuring.

We reduced them through debt write off and debt relief, as well as through the method of reducing our own debts.

But all eurozone governments need to demonstrate their own commitment to fiscal consolidation in order to restore the confidence of markets and of their own citizens. Recent studies show that once a government s debt burden reaches a threshold perceived to be unsustainable, more debt will only stunt, not stimulate, economic growth.

In several countries, debt financed housing booms have left households and companies over leveraged and governments have reduced deficits to contain their own debt. As a result, there are likely to be too few investors and too many savers.

The eurozone today does not have a foreign debt problem all of the debt in question is in euros, and most of it is owed by European governments to their own countries banks. But this is a toxic combination, as Greece and Italy have discovered.

In countries that borrow in their own currency and can monetize the public debt, a sovereign debt crisis is unlikely, but monetization of fiscal deficits can eventually lead to high inflation. And inflation is like default a capital levy on holders of public debt, as it reduces the real value of nominal liabilities at fixed interest rates.

The gain in inflation credibility was offset by weak debt credibility. If the European periphery countries had their own currencies, it is likely that debt problems would morph right back into elevated inflation.

This increase in total public debt involved a B 813.7 million increase in the documented domestic debt and a B 28.9 million decrease in the external debt.

Using our own enhanced domestic revenues, increased ODA and debt relief, we were able to invest heavily in education, improving access and quality.

Another factor that continues to constrain efforts for sustainable development in many African countries, including my own, is the heavy external debt burden.

Africa needs debt cancellation, as no growth can take place with a heavy debt burden.

Some countries achieved a real exit from a debt crisis, while others continued to face a lingering debt problem or are considering new debt renegotiations (as in the case of Ecuador).

Latin American debt indicators generally indicated a sustainable debt position for the region as a whole, with a debt service ratio of 12 per cent, debt stock to exports and to GNP ratios of 103 per cent and 43 per cent respectively, and a short term debt to reserves ratio of 71 per cent.

The first phases of that treatment, from 1982 to 1988, relied on debt reschedulings and new liquidity support, together with a market menu of options, which allowed limited amounts of voluntary debt reductions through debt securitization at a discount, debt equity swaps and debt buy backs.

213. Multilateral debt accounts for a high proportion of the external debt of a number of heavily indebted developing countries.

But fiscal stimulus is constrained within the eurozone, where member countries no longer issue their own currency and sovereign debt therefore carries a default risk. Aggressive monetary expansion through quantitative easing is also far more complicated and politically contentious in a currency area with no federal debt for the central bank to buy.

Debt reduction, either through stock of debt reduction or debt service reduction based on a concessional rescheduling, will continue to be considered only in exceptional cases.

12. Africa continued to experience a high debt burden despite a fall in total external debt of 2 per cent to 324 billion in 1996 and an improvement in its debt indicators.

38. As a first step creditors should expand debt relief measures and broadly implement the cancellation of debt.

Equally commendable is the decision taken by Group of Eight countries leading to a doubling of development aid to Africa and debt relief for highly indebted poor countries, including my own country, Mozambique.

10. Latin America witnessed a moderate increase in external debt of three per cent or 22 billion during 1997, bringing total external debt to 678 billion, attributable to a 4 per cent or 20 billion rise in long term debt and a smaller increase in short term debt.

The truth is that Greece needs more than just debt restructuring or even debt relief. If young Greeks are to have a future in their own country, they and their elders need to develop the attitudes and institutions that constitute an inclusive modern economy which means shedding their corporatist values.

As a group, those countries debt burden remains severe, with a debt stock to export ratio of well over 300 per cent (far above the 200 per cent threshold used to indicate a debt overhang) and a debt stock to GNP ratio of 127 per cent in 1996 after several years of improvement.

33 UNCTAD is implementing a project on development strategy and debt sustainability, which also integrates aspects of debt management.

There are also middle income, high debt developing countries that need a reprieve from the debt burden they face.

There was a need for effective, equitable, durable and development oriented solutions to external debt and debt servicing problems.
