The Paris Principles

To commemorate the adoption of the Paris Principles by the General Assembly in 1993 (resolution 48 134), the NI Unit undertook several initiatives through small grants, awarded in 2004, relating to the promotion of the Paris Principles at the national level.

Such engagement with Paris Principles based institutions can only strengthen the substantive work of the Commission.

(l) Consider the establishment of a national human rights institution in accordance with the Paris Principles

They also regularly meet with existing NIs and encourage their establishment in conformity with the Paris Principles.

The meeting reaffirmed the Forum's commitment to promoting the development of NHRIs in conformity with the Paris Principles.

The Paris Principles highlight the importance for NHRIs to engage in the international human rights treaty body process.

Such engagement with Paris Principles based institutions can only strengthen the substantive work of the United Nations bodies.

The principles set forth in the Paris Declaration on Aid Effectiveness of March 2005 needed to be implemented.

National human rights institutions, established in accordance with the Paris Principles, could be in a good position to implement recommendations.

In February 2004, the NI Unit provided a preliminary training course to the UNCT in Jordan concerning the Paris Principles.

With regard to the national human rights commission, his Government wished to emphasize that the Paris Principles had been fully respected.

The Committee recommends that the State party consider the establishment of a national human rights institution, in accordance with the Paris Principles.

The Committee invites the State party to consider the establishment of a national human rights institution in accordance with the Paris Principles.

Welcomes the decisions of a growing number of States to establish, or to consider establishing, national institutions consistent with the Paris Principles

Urges the Transitional Government to establish an independent national human rights commission, in conformity with the Principles relating to the status of national institutions for the promotion and protection of human rights (Paris Principles)

In this connection, the Committee recommends that the State party consider establishing a national commission for human rights on the basis of the Paris Principles.

Reaffirms the importance of the development of effective, independent, pluralistic national institutions for the promotion and protection of human rights consistent with the Paris Principles

(a) Victims' associations, human rights defenders and other actors of civil society, as well as national human rights institutions created in conformity with the Paris Principles

It is important to ensure that the appointment process be in line with the Paris Principles and that the future commission be independent, professional and efficient.

The Group comprises NIs which complies with the Paris Principles, as determined by the ICC, with only one NI per State eligible to be a voting member.

There have, however, been instances where NIs which are not deemed by the ICC to be in compliance with the Paris Principles have also taken the floor.

States Members of the United Nations, through their adoption without a vote of General Assembly resolution 48 134 of 20 December 1993, agreed to specific principles in relation to the status of NIs that have become known as the Paris Principles.

Its recommendations were welcomed by the Commission in resolution 1992 54, which renamed them Principles relating to the status of national institutions and transmitted them to the General Assembly which, in its resolution 48 134, adopted them as the Paris Principles.

The Committee notes the absence in Iceland of a national human rights institution that conforms to the Principles relating to the status of national institutions for the promotion and protection of human rights (the Paris Principles) (General Assembly resolution 48 134).

A core component of a functioning national human rights protection system is the existence of an independent national human rights institution established in accordance with the Paris Principles.

The Committee invites the State party to consider the establishment of such an institution, in accordance with the Principles relating to the status of national institutions for the promotion and protection of human rights (the Paris Principles) (General Assembly resolution 48 134).

The Principles relating to the status of national institutions for the promotion and protection of human rights (the Paris Principles) (General Assembly resolution 48 134) should be taken into consideration in the elaboration of the constitutional reform relating to the Human Rights Commission.

One of the objectives of OHCHR is to assist in efforts to strengthen the role and participation of NHRIs accredited in accordance with the Paris Principles in international forums.

OHCHR draws the attention of Governments and NHRIs to the importance of the Paris Principles and invites them to reaffirm their validity and the necessity of complying with them.

The round table brought together 22 NHRIs from all continents, which highlighted the centrality and importance of implementing the Paris Principles, in particular that NHRIs should have quasi judicial powers.

The participants had agreed, inter alia, to set up a working group to develop draft guidelines designed to strengthen the application of the Paris Principles in the Asia Pacific region.

The fulfilment of the aid commitments and the principles and targets in the Paris Declaration on Aid Effectiveness would be a major breakthrough in international cooperation, particularly for sub Saharan Africa.

The Committee recommends to the State party that it consider the establishment of a national human rights institution, in accordance with the Principles relating to the status of national institutions for the promotion and protection of human rights (the Paris Principles, General Assembly resolution 48 134, annex).

It has as a main thesis that such enhancement should be related to ensuring that there is an appropriate procedure for accrediting NIs which conform to the Paris Principles to the Commission.

Based on consultations with NHRIs, OHCHR is finalizing, in cooperation with the International Council on Human Rights Policy, measurement indicators regarding the effectiveness of NHRIs and their compliance with the Paris Principles.

Reiterates the continued importance of the Paris Principles, recognizes the value of further strengthening their application, where appropriate, and encourages States, national institutions and other interested parties to consider ways to achieve this

To date, ICC has accredited 51 NHRIs deemed to be in compliance with the Paris Principles, with the number increasing annually (1999 15 2000 26 2001 32 2002 40 2003 45 2004 50).

The special procedures mandate holders of the Commission on Human Rights increasingly consult with NHRI representatives and are an important mechanism in encouraging compliance with the Paris Principles and providing support to NHRIs.
