The new scheme will be based on the existing fiscal leave saving scheme, which will be extended and made more attractive.

The research of Madrian and her colleagues suggests that the new pension plans will improve saving in the countries that adopt them. Maybe these countries could do even better by adopting a compulsory saving plan, but they are not about to do so.

The Chinese government recently modified the tax law to exclude employers contributions to employee pension plans from taxable income and to allow the funds in those plans to accumulate tax free. This tax favored employee saving plan is a good substitute for more comprehensive social security pensions, but it has had the undesirable effect of increasing household saving, rather than increasing consumer spending.

The British Steel Pension Scheme has liabilities of 15bn and a deficit of as much as 700m by some measures, making it a serious obstacle for a rescue deal for Tata Steel UK and the Port Talbot steelworks in Wales.
