At each level in the hierarchy, it is essential that there be clearly defined responsibilities and performance expectations and that there be mechanisms in place that enable both routine and formal assessment of performance.

Such constraints are frequently referred to in the reports and appear to explain the poor performance of monitoring and assessment systems currently operating.

Results based management involves the following key steps defining strategic objectives specifying results that contribute to these goals and aligning programmes, processes and resources behind them engaging in ongoing monitoring and assessment of performance and improving accountability by means of continuous feedback on performance.

UNICEF continued to strengthen the alignment of audit criteria to organizational performance, including the development of guidelines for information technology management, quality assessment of country office annual reports and auditing of UNICEF involvement in United Nations common services.

The RFC document itself, individual programme documents and corporate Strategic Results Framework Results Oriented Annual Reports (SURF ROARs) that pertained to relevant years during the RCF were all considered as potentially viable bases for the assessment of performance.
