Effectiveness evaluation report

In order to update the practice of self evaluation within the context of results based management, a distinction was highlighted between (a) mandatory self assessment, which covers self evaluation in the context of the programme performance report, and (b) discretionary self evaluation, which allows programme managers to choose topics for internal assessment which will meet their internal evaluation needs.

Report on budget performance

The Committee shall provide an annual performance evaluation of its work to the General Assembly.

Programme performance and planning report

Since December 2003, progress has been made in strengthening the monitoring of programme performance and evaluation.

Accordingly, the evaluation of a consultant's performance generally takes place at the end of the contract.

In this regard, Japan will promote and conduct more comprehensive performance evaluation of United Nations activities.

In this connection, it was proposed that the first session could concentrate on the strategic framework while the resumed session could consider the programme performance report and monitoring of the evaluation aspects.

A formal performance management system involving regular evaluation of programme impact should be put in place to improve output delivery.

The use of the new system would promote efficiency and motivation and, in the long term, facilitate credible performance evaluation.

It therefore made specific proposals to strengthen the role and responsibility of the intergovernmental bodies for reviewing and applying the findings of the programme performance report of the Secretary General and evaluation reports for planning and policymaking.
