Within the reporting period, 1 May 2004 30 April 2005, no proposals for severely hazardous pesticide formulations were submitted.

During the reporting period, no proposals for the listing of severely hazardous pesticide formulations were received by the secretariat.

It was noted with concern, however, that no proposals for the inclusion of severely hazardous pesticide formulations had been submitted during the reporting period.

In short, with regard to severely hazardous pesticide formulations, the existence of ongoing international trade does not constitute a prerequisite for them to be considered for listing in Annex III.

Severely hazardous pesticide formulations that present a hazard under conditions of use in developing countries or countries with economies in transition may also be nominated for inclusion in the procedure.

More specifically, the existence of ongoing international trade does not constitute a prerequisite for the initiation of information exchange on banned or severely restricted chemicals or severely hazardous pesticide formulations, based on the final regulatory actions of individual Parties relating to those chemicals or formulations, or for the submission of relevant information concerning those chemicals or formulations to the Chemical Review Committee.

To date, 24 pesticides, 6 severely hazardous pesticide formulations and 11 industrial chemicals are listed in Annex III of the Convention and are therefore subject to the prior informed consent procedure.

In accordance with the definition of the scope of the Convention, set out in paragraph 1 of Article 3, the Convention applies to banned or severely restricted chemicals, and severely hazardous pesticide formulations.

The secretariat continues to make information on this process available to developing countries that may wish to use it as a way of indicating the difficulties they face in the safe management of hazardous pesticide formulations.
