78. Project Delphi has now entered Phase III, the implementation phase, expected to be largely completed by the end of 1998.

III. Uniform reporting format activities implemented jointly under the pilot phase 21 English

In Phase III and Phase IV, complete the installation and authentication of all the radionuclide analysis laboratories and all the radionuclide stations.

Phase III of the programme was implemented during the period 1990 1993 as planned.

In Phase II and Phase III, complete the site survey of four hydrophone stations and five T phase stations the upgrading of two hydrophone stations and one T phase station and the installation of one hydrophone station and three T phase stations.

In Phase III and Phase IV, finish the procurement of basic OSI equipment and develop a training programme for OSI inspectors and inspection assistants.

There have been no further attacks on aid workers in Somaliland and the United Nations security phase in Hargeysa was reduced to phase III in April.

The report highlights a series of required actions for discussion in phase III of the project.

III. PROGRAMMATIC THRUSTS Article 21.7 of the Convention implies a two year initial phase for the GM.

Consultations with Palestine and a likely donor for Phase III are expected to be concluded by September 2005.

The security level has been lowered from Phase V to Phase III by the Office of the United Nations Security Coordinator, but the safety and security of United Nations staff and installations remain a cause of concern.

Phase III of the UBS programme commenced in 1990 with an allocation of US 2.5 million covering 12 municipal council and urban council areas.

The evaluation, funded by the Swedish International Development Cooperation Agency (Sida), which also gave funding to Nam Saat, covered two phases of the programme phase II, from 1998 to 2002 and phase III, from 2003 to 30 June 2004.

This made possible a return to Security Phase III in the Gaza Strip and the end to forced relocation of international staff in December 2004.

On 21 December 2004 the United Nations returned the Gaza Strip to Security Phase III and Gaza headquarters international staff returned to their duty station.

From Phase II to Phase IV

Phase III involves facilitation of exchange of experts in the field of law enforcement and prosecution and secondments on a sub regional, regional or international basis.

9. In his report of 8 December 1995 (A 50 807), the Secretary General recommended approval of most of the recommendations of the Phase II and Phase III Working Groups and, in respect of other items, made alternative recommendations for consideration by the General Assembly.

Based on the General Assembly approval of the Phase III Working Group recommendation to review the rates after 12 months, consideration should be given to advancing the initial review of the reimbursement rates to a date earlier than that recommended in the phase IV report.

At UNOCI, 16 international and 32 local staff members had not completed the course, available worldwide on CD ROM and online, although Abidjan was in security phase III.

Considering the success of the Phase III programme, the evaluation team of the Canadian International Development Agency (CIDA) recommended UNICEF to continue the programme from 1994 to 1996.

Recalling decision 5 CP.1, decided to adopt the uniform reporting format for activities implemented jointly (AIJ) under the pilot phase contained in annexes III and IV below.

8. The results of the work of the Phase III Working Group were confirmed by an ad hoc working group, which met from 31 July to 4 August 1995.

Develop and supervise phase 1 and phase 2 recovery projects

7. Under phase III of the project, a working group of financial experts met from 10 to 20 July 1995 to consider the recommendations contained in the report of the Phase II Working Group, to review the rates of reimbursement proposed by the ad hoc working group and to make recommendations for comprehensive standards for which reimbursement would be authorized. The report of the Phase III Working Group was issued as the annex to document A C.5 49 70 of 20 July 1995.

12. In the light of resolution 51 218 E and pursuant to provisions contained in the report of the Phase III Working Group (A C.5 49 70, para. 51 (c)), paragraphs 4 to 6 of General Assembly resolution 50 222 and paragraph 2 of section I of Assembly resolution 51 218 E, the purpose of the Phase IV Working Group was to review the rates published in the Phase III report and to facilitate the preparation of the first year report requested by the General Assembly.
