The additional requirements result from the phased deployment of 750 additional infantry personnel between September and October 2005, as well as the phased deployment of 50 additional staff officers between September 2005 and April 2006, adjusted by a 2 per cent delayed deployment factor.

The main factors contributing to the variance are the projected deployment of all approved international staff for 2004 05 (compared to their phased deployment during the current period) as well as a provision for the proposed additional 41 posts, based on their phased deployment.

11. Also underlines the need for the deployment of civilian staff to be phased in accordance with the deployment of the European Union operation and the Mission's police personnel, as well as with adequate security provision on the ground

The cost estimate for civilian police provides for MSA, clothing allowance, and deployment travel of civilian police based on the projected phased deployment of 437 civilian police by October 2005, within a total authorized strength of 715 civilian police.

The increased requirements result from the full deployment over the budget period of 875 police officers in formed units, adjusted by a 2 per cent vacancy factor, compared with a phased deployment of 750 police officers, adjusted by a 30 per cent delayed deployment factor in the 2004 05 budget.

The additional requirements are attributable mainly to a 5 per cent vacancy factor applied to the full deployment of the Volunteers, compared with a 30 per cent delayed recruitment factor applied to a phased deployment in the budget for 2004 05.

The increased requirements are attributable to a higher provision for the self sustainment of military contingents and formed police units, owing to their full deployment over the budget period, compared with a phased deployment in the 2004 05 budget, and to lower anticipated vacancy rates.

While some crucial enabling units are still required, there are just enough commitments from troop contributing countries to initiate a phased deployment of the operation in all sectors as planned.

A 20 per cent delayed deployment factor has been applied to the phased deployment of 51 proposed positions in support of the Mission's expansion, as well as a 25 per cent delayed deployment factor in respect of the settling in grant and volunteer living allowances for the 160 proposed United Nations Volunteers to support the electoral process.

The estimated resource requirements take into account the phased deployment of the additional Volunteers and reflect the application of a 10 per cent vacancy factor to the computation of living allowance requirements.

Lastly, the Advisory Committee should explain its recommendation that a phased approach should be taken to the deployment of personnel in support of the elections, given that the elections would take place within six months.

The estimate for United Nations Volunteers, including 816,000 for the 2004 05 financial period and 1,856,000 for the period from 1 July to 31 October 2005, provides for the phased deployment of United Nations Volunteers from 60 in April 2005 to 205 by October 2005, including a 20 per cent delayed deployment factor.

The provision for national staff salaries, staff assessment and common staff costs, including hazardous duty station allowance is based on the phased deployment of national staff from 250 in April 2005 to 1,266 by October 2005.

The estimates take into account the actual strength of 763 international personnel as at 31 July 2005 and the phased deployment of an additional 334 personnel and reflect the application of a 25 per cent delayed deployment factor to the computation of salaries, common staff costs and mission subsistence allowance requirements for the additional personnel.

The estimates take into account the actual deployment of 421 volunteers, from the approved establishment of 491 United Nations Volunteers as at 31 July 2005, and reflect the application of a 10 per cent vacancy factor to the calculation of volunteer living allowance provisions in respect of the phased deployment of 70 authorized Volunteers.

Trade distorting subsidies need to be phased out.

The unutilized balance under this heading is attributable to the phased repatriation of military personnel in January, February and April 2005 pursuant to Security Council resolution 1568 (2004) and the resulting lower average deployment of 1,066 personnel compared to the budgeted 1,230 military personnel.

We agree with a phased approach to its reorganization.

The estimate also provides for the phased deployment of additional 170 international and 470 national staff and 154 United Nations Volunteers, and reflects increased provisions for air mobility assets as well as additional infrastructure and ground transportation resources in support of the elections and additional personnel.

The additional resource requirements were mainly with respect to the military and police personnel, the additional requirements for which resulted from the phased deployment of 750 additional infantry personnel, 50 additional staff officers, 150 additional civilian police and 1 additional formed police unit of 125 police personnel.

The Advisory Committee continues to believe that the Mission should take a phased approach towards electoral assistance, and to that end should develop a deployment strategy, which would take into account current capacity, time frames for elections as well as the findings of the above mentioned electoral survey.
