Recommendation 9 Early involvement of human settlements experts in post conflict and disaster assessment and reconstruction

The amount of 1,075,000 provides for the salaries, common staff costs and staff assessment for five continuing posts and one additional post (P 3).

Post conflict needs assessment is a new approach that UNIDIR has developed based on the requirements of the Conflict Analysis Framework of the World Bank.

35.3 The growth in staff assessment ( 4,207,700) reflects a net increase in staff assessment requirements related to the delayed impact of new posts approved in the biennium 2004 2005, and post and other staff costs adjustments proposed for 2006 2007.

The certificate from Fittja does not include an assessment of whether the complainant was tortured and does not mention physical injuries or post traumatic stress disorder.

The amount of 2,088,800 provides for the salaries, common staff costs and staff assessment for seven continuing posts and one additional post at the P 3 level.

The amount of 895,500 provides for the salaries, common staff costs and staff assessment for three continuing posts and one new post at the P 4 level.

UN Habitat has prepared a theme paper on post conflict, natural and man made disaster assessment and reconstruction that proposes guidelines and a framework for its intervention at the earliest stage of post disaster work in order to ensure sustainable relief and reconstruction (HSP GC 20 5).

This special project has likewise produced a series of post literacy booklets entitled Literacy, Gender and HIV AIDS based on needs assessment with the same themes as those mentioned above.

The amount of 1,203,500 provides for the salaries, common staff costs and staff assessment for five continuing posts and the redeployment of one General Service (Other level) post from the Investments Section.

33. Decides to enhance the capacity for threat and risk assessment by establishing one P 4, two P 3 and one General Service post in addition to the existing P 5 post, and further decides that this capacity will be located in the Office of the Director of Regional Operations

Japan embraces the assessment of the Secretary General that, in light of the experience gained in the post cold war period, the time is now upon us to look into the issue of responsibility to protect .

The amount of 3,261,100 provides for the salaries, common staff costs and staff assessment for 13 continuing posts, although this includes the redeployment of one General Service (Other level) post to the office of the Director, the creation of one post at the P 5 level and the reclassification of three posts (P 4 to P 5).

(iv) A payment under the conditions prescribed in the three preceding subparagraphs is authorized in respect of dependency benefits and post adjustments, which are not subject to staff assessment but may be subject to national income taxation.

As I outlined in my report on the rule of law and transitional justice in conflict and post conflict societies (S 2004 616), we lack appropriate assessment and planning capacities, both in the field and at Headquarters.

The amount of 5,452,600 provides for the salaries, common staff costs and staff assessment for 23 continuing posts, one additional post at the P 4 level and the reclassification of two posts (P 4 to P 5).

Pursuant to the request of the Governing Council, the Panel, with technical assistance from the Post Conflict Assessment Unit of the United Nations Environment Programme ( UNEP ), has tracked the progress of activities related to the funded projects.

Role of UN Habitat in post disaster and post conflict activities

In addition, the UNEP Division of Early Warning and Assessment is involved in other global environmental assessment activities, such as the Global International Waters Assessment and the Global Marine Assessment, for which UNEP provides leadership and coordination, and the Land Degradation Assessment in Drylands and the Millennium Ecosystem Assessment, in which UNEP is a key partner.

6.4 The Committee has noted the medical reports certifying that the complainant suffers from post traumatic stress disorder, as well as the doctors' assessment that the scars in his body are consistent with the acts of torture described by the complainant.

For the International Tribunal for the Former Yugoslavia, the estimated reduced requirements of 1,386,300 for inflation relate to General Service salaries ( 2,268,500), staff assessment ( 334,700) and non post objects of expenditure ( 76,600), partially offset by increased requirements for Professional salaries ( 1,293,500).
