Another speaker stressed that natural disaster recovery was also part of the process from relief to recovery.

10. Notes the importance of developing international mechanisms for the implementation of the actions established in the Hyogo Framework for Action, such as, for example, the International Recovery Platform launched to ensure the reduction of vulnerability during the post disaster recovery phase

The purpose of the Platform, to be operated by UNDP, is to develop a mechanism to integrate systematically risk reduction into post disaster recovery efforts and to benefit from lessons learned.

UNRWA recovery plans for most ICT systems exist but should be part of a comprehensive disaster recovery plan.

The 2005 world summit resolved to fully implement the Hyogo Declaration and the Hyogo Framework for Action 2005 2015, adopted at the World Conference on Disaster Reduction, in particular those commitments related to assistance to developing countries that are prone to natural disasters and disaster stricken States in the transition phase towards sustainable physical, social and economic recovery, for risk reduction activities in post disaster recovery and rehabilitation processes.

In the past three years, UNOSAT has achieved a significant track record in respect of services provided to a number of key organizations of the United Nations system involved in post conflict and natural disaster recovery.

In paragraph 153, the Board reiterated its recommendation that UNRWA (a) develop, approve and promulgate a comprehensive disaster recovery plan and communicate it to all personnel and (b) test, review and update its disaster recovery plan regularly.

Specific technical assistance provided by UN Habitat has included training and capacity building for ministries and line agencies in charge of disaster prevention and management identification of disaster prone areas and formulation of mitigation strategies rapid response to post disaster and post conflict situations and sustained technical assistance to post conflict reconstruction efforts.

But other examples are traffic jams, stock market, society and disaster recovery, terrorism and insurgency.
