In the first lane, the organizations could borrow a leaf from UNHCR's procurement policy, which aims deliberately to stimulate and strengthen the supplier markets and institutions of local communities hosting refugees without prejudice to the integrity of basic procurement standards and procedures.

A consensus appears to be emerging at the international level that, if properly used, ERAs generate substantial savings for governments without undermining, but rather enforcing, such procurement objectives as economy and efficiency in procurement, transparency, fair and equitable treatment of all suppliers, and the integrity and fairness and public confidence in the procurement process.

The executive heads of the organizations should ensure that procurement manuals exist in the working languages of the secretariats of the organizations in line with the relevant multilingual policies of the organizations concerned, in order to foster the integrity of the procurement process in all field offices (para.

(1) quinquiens. The procurement regulations may establish measures to ensure the authenticity, integrity, accessibility and confidentiality of communications, and to ensure the interoperability of the systems used to transmit and receive them.

Consequently, no special policies and rules have yet been devised specifically for this method of procurement that requires a special regulatory regime encompassing issues of security, electronic signatures, system integrity, backup arrangements, etc.

With respect to controls over the use of electronic communications in the procurement process, the Working Group recognized that efficient and reliable electronic procurement systems required appropriate controls as regards security, confidentiality and authenticity of submissions, and integrity of data, for which special rules and standards might need to be formulated (A CN.9 568, para. 41).

Speakers concurred on the importance of preventive measures, including the promotion of integrity in the public sector, the adoption of regulations on conflict of interest, as well as modern and transparent budgetary, accounting, auditing and procurement practices.

In the second and more important lane, the organizations are urged to develop capacity building technical assistance programmes in support of public procurement agencies in the recipient countries as part of good governance and public integrity programmes.

Overall, the drafting history and some provisions in the Guide to Enactment of the Model Law indicate that drafters of the Model Law were cautious of the costs and efforts of publishing procurement related information, preserving its integrity and keeping it up to date.
