Now, there are all kinds of things that we architects need to learn how to do, like managing contracts, learning how to write contracts, understanding procurement processes, understanding the time value of money and cost estimation.

Although in the jurisdictions reviewed, most of the needs for disclosure of information to the public arising from the use of those techniques and features have been accommodated by information traditionally made public, such as notices of contracts and notices of contract awards, as well as records of procurement proceedings, provision of further information to the public may be necessary.

While it is recognised that technical co operation procurement and contracts are often of a complex and specialised nature, the organisation should implement measures to track the progress of procurement activities against established lead times.

In order to self finance its overhead costs as well as the inter agency services, it needs to win procurement contracts, given that upwards of 80 per cent of its income derives from procurement fees.

The amount of information regulating public procurement that is made available to the public varies from jurisdiction to jurisdiction depending on legal systems and traditions, in particular the sources, form and nature of domestic rules and procedures regulating procurement, as well as the level of transparency in public procurement in a given jurisdiction.

UNICEF agrees with the issue of electronic procurement and notes that the best benchmark for measuring progress would be other public procurement organizations that have been successfully implementing e procurement.
