General comments with regard to Export Control

We are party to all export control regimes.

We participate in key multilateral export control co ordination events, and work with the multilateral export control regimes (NSG, MTCR, HCOC, Australia Group and Wassenaar Arrangement) in supporting their outreach activities and in encouraging non members to adopt the export controls of their regime.

This act supplements Israel's export control legislation on missiles and related material as an adherent to the Missile Technology Control Regime.

A national export control system provides for effective procedures for licensing imports and exports.

Our country is taking steps to reinforce and improve the national export control system.

The Islamic Republic of Iran's Customs Administration implements the state laws and regulations on export import in accordance with the Export Import Regulations Code and its annexed tariff table.

Unfortunately, in many countries few, if any, laws exist to regulate the import and export of these weapons.

It is crucial to re evaluate our stance on arms control, disarmament and non proliferation.

According to the Customs Law, adopted in 1971, the Customs Administration is the responsible body to monitor and control import and export of all materials, equipment and goods through borders which are subject to monitoring in accordance with existing laws, regulations and procedures

(Note 'transhipped' means the goods are unloaded in Australia for immediate re loading onto another vessel or craft before export from Australia.

In all the above cases, re exported items are treated in the same manner as those export goods originating in the UK.

The secretariat issues import export licences for chemicals in accordance with the Convention and domestic laws and regulations as well.

However, in some countries existing laws appear to be inadequate, or control procedures vulnerable to misuse.

Such steps would include export control, arms and arms brokers licensing systems and measures to criminalize arms embargo violations.

For its part, Israel adopted last year an export and import control order designed to consolidate and further regulate control over exports of a chemical, biological and nuclear nature.

By that action, in addition to its unilateral adherence to the Missile Technology Control Regime guidelines since 1991, Israel is, de facto, in compliance with the different export control regimes.
