Emphasizing the crucial importance of the full implementation of Security Council resolution 1244 (1999) of 10 June 1999 on Kosovo, Federal Republic of Yugoslavia,

The Albanian separatists in Kosovo liberation army and the Serbian army and police engaged in armed conflicts in 1999, which led to the NATO troops bombed the Federal Republic of Yugoslavia consisting of Serbia and Montenegro. The Kosovo War broke out.

Underlining the obligation of all authorities in the Federal Republic of Yugoslavia and all parties in Kosovo to cooperate fully in the implementation of Security Council resolution 1244 (1999) and the general principles on a political solution to the Kosovo crisis adopted on 6 May 1999, annexed to that resolution, and welcoming the Common Document signed on 5 November 2001 by the United Nations Interim Administration Mission in Kosovo and the Government of the Federal Republic of Yugoslavia,

I wish to welcome Mr. Covic, President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo and Metohija, to our meeting today.

The President I now give the floor to Mr. Covic, President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo and Metohija.

Regrettably, the briefing we heard today links the most important problems to the Kosovo and Metohija Serbs and to the Government of the Republic of Serbia and its authorities.

Other speakers addressed problems facing the Roma from Kosovo, particularly in the context of the future status of Kosovo and the Kosovo Standards Implementation Plan.

The President and the Prime Minister of the Republic of Serbia have extended invitations to both the President and the Prime Minister of Kosovo and Metohija for a direct dialogue.

The problems faced by the Roma in The former Yugoslav Republic of Macedonia, Kosovo and Bulgaria, as well as outside Europe, were brought to the attention of the Working Group.

The United Nations and the European Union continued their collaboration in peace operations on the ground, including in particular in the Democratic Republic of the Congo and in Kosovo.

And I came to Kosovo and advised the Kosovo government.

On 24 February, the Security Council held a public meeting to examine the report of the Secretary General on the United Nations Interim Administration Mission in Kosovo (S 2005 88) in the presence of Nebojša Čović, President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo and Metohija.

We welcome and support the participation in today's meeting of the President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo and Metohija, Mr. Nebojsa Covic.

Let me also welcome the participation in today's meeting of the President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo and Metohija, Mr. Nebojsa Covic.

That way, Kosovo Serbs can be persuaded to participate in the institutions of Kosovo and Metohija.

There were diplomatic negotiations about the future of Kosovo going on then, and the Kosovo government, let alone the Kosovo people, were not actually participating in those talks.

I did not say that Kosovo Serbs should play a full part in the life of Kosovo.

41. Calls upon the authorities of the Federal Republic of Yugoslavia, and all local Kosovo ethnic Serb and Albanian leaders, to provide information on the fate and whereabouts of the high number of missing persons from Kosovo, and encourages the International Committee of the Red Cross, in this regard, to continue its clarification efforts, in cooperation with other organizations

17. Commends the role of the Council of Europe with regard to the electoral process in Kosovo, Federal Republic of Yugoslavia, in preparation for the municipal elections which were held on 26 October 2002

Just as a reintegration of Kosovo into Serbia or a territorial division of Kosovo can be excluded, so can a union of Kosovo with another country, or a solution dictated unilaterally by one of the parties.

The vacant chair policy entails major risks that the history of Kosovo will be written without the Kosovo Serbs.

There has been no serious inter ethnic crime and no murder of a Kosovo Serb in Kosovo since June 2004.

The central level Kosovo Security Advisory Group remains stalled by Belgrade blocking Kosovo Serbs' participation.

In Kosovo, the OSCE is an integral part of the pillar structure of the United Nations Interim Administration Mission in Kosovo (UNMIK).

Kosovo became the powder keg of Balkan.

By way of comparison, the Democratic Republic of the Congo is 214 times bigger than Kosovo, has at least 25 times more inhabitants and the conflict there has cost almost 400 times as many human lives.
