By resolution 1160 (1998) of 31 March 1998, the Security Council imposed sanctions against the Federal Republic of Yugoslavia, including Kosovo.

Some 40,000 people have fled from Kosovo to Montenegro, 14,000 to Albania and several thousand to the former Yugoslav Republic of Macedonia.

The Ministers call on the Federal Republic of Yugoslavia to enable the return of the international monitors in Kosovo as a means of preventive diplomacy.
