The norms of international space law, in particular the Convention on International Liability for Damage Caused by Space Objects and the Agreement on the Rescue of Astronauts, the Return of Astronauts and the Return of Objects Launched into Outer Space (which, inter alia, also governs liability for damage caused by space objects), set out provisions to regulate such matters.

If a space object fails to observe its outgoing and return flight paths, it should no longer be covered by space law.

(i) Agreement on Space Cooperation

On the other hand, the entities had made notable progress in harmonizing their legislation with State level standards, particularly as regards the single economic space (laws on insurance), refugee return (entity laws on refugees and displaced persons) and multi year budget control.

Since 2001, in conjunction with the United Nations European Space Agency workshops on basic space science, the Committee on Space Research and the International Astronomical Union have organized annual regional workshops for astronomers and space scientists on data processing from the Chandra and X Ray Multi Mirror Newton space missions.

The Subcommittee agreed that Member States and regional space agencies should again be invited to provide reports on national research on space debris, safety of space objects with nuclear power sources (NPS) on board and problems relating to their collision with space debris.

Consideration by the Inter Agency Space Debris Coordination Committee of the comments received from member States of the Committee on the Peaceful Uses of Outer Space on the proposals on space debris mitigation

Under the item on space and society, it had focused on space tools for education, while under the item on space and water, it had noted that space applications could contribute to cost effective water resource management and predict and mitigate water related emergencies.

The Subcommittee noted major initiatives on space cooperation in the region, such as Asia Pacific Multilateral Cooperation in Space Technology and Applications (AP MCSTA), Asia Pacific Regional Space Agency Forum and the ASEAN Subcommittee on Space Technology and Applications.

The Subcommittee noted with appreciation the efforts of the Office for Outer Space Affairs to build capacity in space law and commended its work on the Directory of Education Opportunities in Space Law, the publication of the Space Law Update and the organization of its workshops on space law.

For example, in response to the increasing commercialization of outer space, the Office for Outer Space Affairs should continue its yearly workshops on space law.

On a national basis, there are many different ways to reinforce space security through the protection of space assets.

The Office for Outer Space Affairs briefed the Meeting on its website on the coordination of outer space activities within the United Nations system (www.uncosa.unvienna.org).

The Scientific and Technical Subcommittee had also continued its work on space debris, under a new workplan for the period 2005 to 2007, and the Working Group on Space Debris had finalized the first draft of a document on space debris mitigation.

Views also differ on whether weapons used for the defensive or peaceful use of space would be classified in the same way as offensive space or anti space capabilities.

In that connection, that delegation called for coordination between the Working Group on the Use of Nuclear Power Sources in Outer Space and the Working Group on Space Debris of the Scientific and Technical Subcommittee with regard to matters relating to possible collision between space objects carrying nuclear power sources on board and space debris.

The Report on the Sixth United Nations European Space Agency Workshop on Basic Space Science Ground Based and Space Borne Astronomy, hosted by the German Space Agency, on behalf of the Government of Germany at the Max Planck Institute for Radioastronomy (A AC.105 657) mentioned NEO observations in its recommendations. The NEO issue was also placed on the agenda of UNISPACE III.

At the commencement of the deliberations on this item, the Expert on Space Applications briefed the Committee on the overall strategy for the implementation of the United Nations Programme on Space Applications.
