Normally, short run and long run exchange rate trends point in the same direction. Indeed, a huge body of research shows that for most major currencies, the best forecast of next week s exchange rate, next month s exchange rate, or even next year s exchange rate is simply today s exchange rate.

Compared to countries with very slow growth rates, countries with reasonably high growth rates should borrow. But when a country s growth rate continues to increase, its saving rate would increase faster than its investment rate, so it is more likely to run a current account surplus.

The March unemployment rate of 8.2 was nearly three percentage points above what most economists would consider a desirable and sustainable long run level rate. Although the rate was down from 9 a year ago, about half of the change reflected a rise in the number of people who have stopped looking for work, rather than an increase in job creation and the employment rate.

Second, there is now clear advice to the Fund s member countries on how they should run their exchange rate policies, and on what is acceptable to the international community.

China matters, and its economic policy, including how the exchange rate is managed, must be taken seriously. But China does not run the world, and it is unlikely to do so anytime soon.

Its government has run the country s economy and society into the ground, overseeing the world s steepest decline in output, highest inflation rate, and second highest murder rate, not to mention shortages beyond compare. And now it is systematically lying about the causes of the mess it created and inventing scapegoats.

It actually fell at a 2.6 annual rate in the two most recent quarters (in late 2014 and early 2015). Barring a major data revision, America s productivity renaissance seems to have run into serious trouble.

First, central banks take the conventional policy rate down to the dreaded zero bound. Facing continued economic weakness, but having run out of conventional tools, they then embrace the unconventional approach of quantitative easing (QE).

Imagine, for example, that Germany borrows at a 1 fixed real interest rate with a ten year maturity and invests the proceeds in repairing domestic transport infrastructure. These investments bring a modest real financial rate of return of 4 through fees, tolls, and, in the longer run, tax revenues (stemming from an increase in GDP).

Another major risk of interest rate liberalization in China stems from rising public debt, particularly local government debt, which has grown significantly in the wake of the global financial crisis. A key parameter for determining the long run sustainability of public debt is the gap between interest rates and the nominal GDP growth rate.

The first argument in favor of central bank independence is that, without it, politicians can exploit expansionary monetary policy s positive short run effects at election time, without regard for its long run inflationary consequences. (By contrast, fiscal and exchange rate policies rarely imply comparable temporal trade offs, and thus are difficult to exploit for political gain.)

Developed and developing countries alike would benefit from greater economic policy coordination. While regional groups may obtain some short run benefits by pursuing narrower interests outside of multilateral channels, neither emerging nor advanced economies can fulfill their long run potential in an environment characterized by isolationism and a zero sum mentality in areas like trade and exchange rate policy.

At the same time, the effective corporate tax rate in Japan is higher than it is elsewhere, making it difficult for Japan to attract investment, foreign or domestic. In order to survive international tax competition and thus be able to rely on corporate taxes as a source of revenue Japan s corporate tax rate should be lowered in the long run.

During the last 31 months, private sector employment has increased by 5.2 million and the unemployment rate has now fallen below 8 for the first time in nearly four years.
