(ii) All remotely delivered MOTAPM located outside a perimeter marked area that is documented and monitored by military personnel or protected by fencing or other means to ensure the effective exclusion of civilians from the area should incorporate self destruction or self neutralization self deactivation mechanisms.

The total number and types of MOTAPMs laid, the date and time of laying and the self destruction time periods shall also be recorded.

We the peoples of the United Nations as the Charter so eloquently refers to humanity deserve to be free from the scourge of self destruction.

China is not in a position to accept relevant measures proposed by the 30 Nations on detectability, self destruction, self neutralization and self deactivation. However, to demonstrate its sincerity in addressing the issue of MOTAPM, China is ready to accept those proposals as conditions for the prohibition of transfers.

(c) Each State should take the measures necessary to ensure that in combination with self destruction or self neutralization mechanisms, no more than one in a thousand of activated MOTAPMs will function as a mine after 120 days.

In terms of their employment concept and their specific technical features, these munitions, which are self guided towards their target in the final stage and each incorporate a self destruction mechanism, also present an extremely low risk of becoming explosive remnants of war.
