Small arms transparency and control regime in Africa project

Given that small arms are inoperable without ammunition, the flow of ammunition for small arms and light weapons must also be brought under control.

International efforts on small arms and light weapons form a most active and productive component part of the current multilateral arms control endeavour.

The meeting resulted in the adoption of a pilot programme on small arms and light weapons control and an international framework for the national commission on small arms and light weapons.

The European Union welcomes the efforts being made to build regional support for better control over small arms transfers.

The Organization for Security and Cooperation in Europe Forum for Security Cooperation adopted two decisions designed to enhance the control of small arms and light weapons exports, decision 5 04 on standard elements for end user certificates and verification procedures for small arms and light weapons exports, and decision 8 04, which sets forth OSCE principles on the control of brokering in small arms and light weapons.

In April 2004 they signed the Nairobi Protocol for the Prevention, Control and Reduction of Small Arms and Light Weapons.

The control of small arms and disarmament of nuclear, biological and chemical weapons is a prerequisite for peace and security.

It also welcomes initiatives taken by ECOWAS, to establish a Small Arms Unit and to adopt a new Small Arms Control Programme (ECOSAP) and its ongoing efforts to transform the Moratorium signed in Abuja on 31 October 1998, on the import, export and manufacture of small arms and light weapons, into a binding convention.

The meeting resulted in the adoption of a pilot programme on small arms and light weapons control, an institutional framework for the national commission on small arms and light weapons and a number of documents related to this topic.

Work has begun on a joint study with the South Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC) and the University of Bradford to investigate the costs of destroying small arms and light weapons.

ECOWAS has also established a Small Arms Unit, which will provide leadership in the elaboration and implementation of ECOWAS policy on the control of small arms and light weapons, including the monitoring of the moratorium and its transformation into a convention.

An effective global response to small arms must address control of transfers between States as well as transfers to non State actors.

The United Nations Programme of Action commits Member States to national, regional and international measures to control small arms and light weapons.

Perhaps one of the most promising items on the disarmament and arms control agenda has been the implementation of the United Nations Programme of Action on Small Arms and Light Weapons.

Control of the illicit traffic in small arms is an important national and cross border concern in creating and maintaining a peaceful environment.

The priority areas identified for implementing this project are harmonizing legislation to control small arms and light weapons enhancing national capability to control firearms supporting the collection of weapons and ensuring the destruction of weapons all in order to prevent or reduce the abuse of small arms and light weapons and contribute to a culture of peace.

The Netherlands continues to be active on almost all non nuclear arms control and disarmament issues, including biological weapons, chemical weapons, missiles, landmines, explosive remnants of war and small arms and light weapons.

Any export control system should contain reliable and meaningful mechanisms for the licensing of the production and transfer of small arms and light weapons.

Most countries have already in place laws and regulations that are used to control production, use and transfer of small arms and light weapons.

The Council may also wish to encourage donors to provide adequate resources to support the work of the new ECOWAS Small Arms Control Programme.

Support should be given, both by ECOWAS, through its new Small Arms Unit and Small Arms Programme, and development partners, to the various national commissions on small arms and light weapons, and also for work to begin on establishing a regional register of small arms.

UNIDIR is carrying out a pilot project on the theme European action on small arms, light weapons and explosive remnants of war , and work has begun on a joint study with the South Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons and the University of Bradford to undertake a study of the costs of destroying small arms and light weapons.

The Centre also provided additional support for the review and adoption of the project proposal for the establishment of the ECOWAS Small Arms Unit and the ECOWAS Small Arms Control Programme, the successor project to the Programme for Coordination and Assistance for Security and Development in Africa.

Regarding the implementation of recommendation 9, on control over the export and transit of small arms and light weapons, the Security Council continued to encourage States that have not yet done so to establish the necessary legislative or other measures, including the use of authenticated end user certificates, to ensure effective control over the export and transit of small arms and light weapons.

Recognizing the efforts of the region to enhance public safety by taking steps to combat the illicit trade in small arms and light weapons, by arms limitation and control, and by combating transnational organized crime and terrorism,

The UNDP Bureau for Crisis Prevention and Recovery has initiated a project on control of small arms and light weapons in States of the Mano River Union and Côte d'Ivoire with a view to strengthening the harmonization of the work to fight the proliferation of small arms and light weapons in the subregion, and reinforcing the capacity building efforts of national commissions on with regard to small arms and light weapons.

Finally, weapons management, and in particular the control of civilian possession of small arms and light weapons in post conflict countries, is central to longer term human security.

What we need is a legally binding international instrument that will regulate, control and monitor the illicit trade in small arms, including their transfer to non State actors.
