Inter agency mobility will be facilitated at all levels through secondment, loans, learning and staff development programmes.

The Department would review conditions of service and staff mobility across the United Nations system and ensure that staff were provided with training in the core business and the standards of the Organization.

The quality of the end product has to ensure that, as the Fund enters the era of staff mobility and when experienced retiring staff are replaced by more frequently mobile staff, it can sustain itself with less experienced staff who can rely on excellent documentation to complete their tasks.

Increased staff mobility means that fewer staff who have completed the minimum five year learning cycle needed to acquire in depth knowledge of the pension system will be available a broader foundation would therefore ensure the availability of experienced staff when vacancies occur.

Governing bodies of United Nations system organizations should task the respective secretariats with speeding up the identification of obstacles to staff mobility within the United Nations system, and elaborate and report back on solutions, in response to General Assembly resolution 59 266, part VIII, Mobility .

OIOS also noted that there is a mobility policy which supposedly guides the deployment of staff with a view to enhancing their field exposure. However, in practice it does not appear to be functional, as most subregional office staff professed no knowledge of it.
