Inter agency mobility will be facilitated at all levels through secondment, loans, learning and staff development programmes.

The Japanese delegation hoped that ICSC would submit concrete proposals as soon as possible, aimed at improving staff mobility.

Career support initiatives under way include development programmes for staff at all levels, mechanisms to facilitate mobility and tools to assist staff in career planning and managers in providing career support to staff.

The Office also noted that the policy was poorly understood by staff and that mobility was sometimes perceived as a punishment.

The mobility element applies to staff with five consecutive years of service and depends on the number of assignments the staff member has held and the category of duty stations.

It was pointed out that mobility requirements as outlined in the framework referred only to intra agency mobility because the guidelines had been developed to govern the agreement between the staff member and his her individual organization.

Reform efforts in this area focus on staff selection and mobility, on enhancing managerial skills and on identifying and mentoring tomorrow's leaders

The mobility and hardship allowance for a staff member is calculated by assigning set percentage points for each of the three elements.

In the first instance, emphasis is being given to means of increasing the mobility of entry level staff in the professional category.

This ties in with the Secretary General s declared intention in his reform programme to place an emphasis on staff training, mobility and versatility.

The Department would review conditions of service and staff mobility across the United Nations system and ensure that staff were provided with training in the core business and the standards of the Organization.
