Japan s vacation home boom of the 1980 s has largely fizzled with its collapsing stock market and urban land market. But even there, the market for vacation homes remains hot in places like Karuizawa, Lake Kawaguchi, and Hakone.

The validity of the finance ministry s position on the tax increase was called into question by the decline in Japan s Nikkei index of stock futures after Abe s October 1 announcement. To be sure, the budget crisis in the US caused most stock futures to decline on that day.

But there is also a higher risk of disaster, owing to a seemingly inborn human tendency to extrapolate past returns. Investors could create a stock market bubble, encouraging even more naïve investors to concentrate their personal retirement accounts in the stock market and leaving them dangerously exposed when it crashes.

Even as stock market indices moved well beyond reasonable bounds, regulators failed to predict the boom s speed and scale. Not surprisingly, they lacked any plan for stabilizing the market in its wake.

After the 1929 stock market crash the US government suspended much anti trust activity, allowing companies to acquire monopoly power that would boost their value. This policy delayed the recovery from high unemployment, but even that was not enough to rein in the political forces arrayed in favor of supporting the stock market.

Nor are these claims based on the Chinese stock market, which has generally followed a downward path over the past few years.
