(e) The decrease of 1,092,400 under subsection E, advance to the United Nations International Research and Training Institute for the Advancement of Women (INSTRAW), relates to the one time provision for 2005, in support of current efforts to revitalize INSTRAW and ensure that the Institute functions at least for 2005.

The Fourth World Conference of Women of 1995 produced the Beijing Platform for Action (Platform), which continues today to serve as an agenda for women's empowerment. Strategic Objective D of the Platform deals specifically with violence against women, and contains a subsection focusing on the elimination of trafficking in women.

9.93 The amount of 831,100, including an increase of 2,000, to provide for non post requirements, relates to an increase for overtime due to redeployment from subsection D, Programme support ( 2,000) consultants and experts ( 530,200), travel of staff ( 214,100) general operating expenses ( 48,300) supplies and materials ( 8,400) and furniture and equipment ( 28,100).

In line with the recommendations made by the Committee for Programme and Coordination at its forty first session, executive direction and management is presented in a results based budget format in which the objectives, expected accomplishments and indicators of achievement applicable to all offices under the subsection are consolidated into one logical framework.

Although the French decisions could be distinguished on the grounds that the treaty concerned is not reciprocal, this is unsatisfying the most important characteristic of the treaties concerned in this subsection would not appear to be their reciprocity but rather the fact they deal with private rights not incompatible with the maintenance of armed conflict.
