The revised Procurement Manual contains guidelines on supplier selection criteria.

In paragraph 238 of the Board's report, the Economic and Social Commission for Western Asia (ESCWA) agreed with the Board's recommendation that it (a) establish a supplier review committee as required by section 5.03 of the Procurement Manual, and (b) review supplier performance prior to the awarding of contracts to vendors, pursuant to section 5.14 of the Procurement Manual.

In paragraph 312 of the report, UNDP agreed with the Board's recommendation that it evaluate supplier performance in terms of the guidance provided in the UNDP Procurement Manual.

Quality aspects are also taken into account in the event of a price tie, when a supplier with a higher credibility is selected.

18. In a related recommendation, in paragraph 11 (f), the Board recommended that the Administration include guidelines for open tendering in the Procurement Manual and specify in the Manual the frequency at which the Supplier Review Committee should review the evaluation of potential suppliers.

At the same time, UNICEF supports the harmonization of quality assurance of goods, supplier registration and evaluation, which was not sufficiently covered in the report.

A quality assessment framework, based on quality frameworks for other statistical standards, such as the 1993 SNA and the Balance of Payments Manual, fifth edition, could be developed for SEEA.

23. The Board considered that, although the new Procurement Manual updated the procurement guidelines in the United Nations, it required improvement in the areas of open tendering and the supplier roster.

22. The evaluation criteria and the procedure for registration of vendors established under the revised Procurement Manual for supplier procedures should be reviewed over time to see whether any further modifications are required.

Recent events have not enhanced the stature of the US as a supplier of high quality assets. And China, for its part, will continue to develop its financial markets and its capacity to generate high quality financial assets internally.

The design of the fuze system shall include features that facilitate, as applicable, effective automated and or manual quality assurance tests and inspections.

The Manual states that the Member and Observer States of the United Nations may, at the discretion of the Chief of the Procurement Division, be allowed to provide names of possible applicants for the supplier roster.

The resulting automated linkages will significantly reduce the manual processing effort now necessary and will, in turn, provide performance, productivity and quality of service improvements.

More sophisticated retailers, especially in Europe, are increasingly demanding quality assurance all the way back to the producer and even to the feed supplier to ensure the consumer receives healthy products.

19. Without a system of quality evaluation, the quality of the outputs cannot be assured and there is no feedback to the planning process for attaining progressive improvement in quality. The Office therefore recommended that ECLAC establish a methodology for assessing the quality of programme outputs and develop an evaluation manual for extrabudgetary projects so that the quality of outputs can be assessed and projects evaluated systematically.

With respect to supplier performance, ESCWA advises that, in the absence of a post of Supplier Roster Officer, the job description of one staff will include periodical maintenance of the supplier roster and relevant files.
