J. Total quality management

According to section 1.4 of chapter 4 of the UNHCR Manual, results based management refers to organizational efforts to achieve and measure the results and quality of interventions.

Partnership management should ensure quality.

There are two terms used in connection with quality management quality control and quality assurance.

This revision necessitated changes such as reformatting of the Rations Management Manual.

Those procedures were developed in line with the provisional Rations Management Manual.

The Manual remains extant though incomplete, lacking an important chapter on project implementation and management.

The Department had amended the provisional Rations Management Manual to require monthly reports on rations statistics.

There remains, however, the complex challenge of ensuring that quality management is practised and maintained.

19. Without a system of quality evaluation, the quality of the outputs cannot be assured and there is no feedback to the planning process for attaining progressive improvement in quality. The Office therefore recommended that ECLAC establish a methodology for assessing the quality of programme outputs and develop an evaluation manual for extrabudgetary projects so that the quality of outputs can be assessed and projects evaluated systematically.

The internal audit manual of the Audit and Management Consulting Division has been substantially revised and is undergoing further review and revision.

To this end, a contract is being arranged to develop and implement a quality assurance programme, to teach the principles of quality management and to assist in the formulation of global quality assurance surveillance plans.

The effective management of these remains from the harvest minimizes soil erosion and improves water quality.
