This poses considerable challenges, given the difficulty of identifying the sources of processed timber products.

Poor regulation and difficulties in identifying sawn timber and other processed products ensure that there is little hard evidence to demonstrate the extent of the trade.

Carbon is stored in living biomass, including standing timber, branches, foliage and roots, and in dead biomass, including litter, woody debris, soil organic matter and forest products.

In practice, however, constraints of accessibility, technology and institutional arrangements cause local and regional shortfalls in supply that put pressure on some forests for unsustainable levels of harvesting of wood (including fuelwood and non timber forest products).

Even this basic level of subsistence is threatened where tenure rights are insecure often forest laws deny or limit the right to use wood and non timber forest products, or rights of access and residence are denied.
