13.1 The International Trade Centre UNCTAD WTO (ITC), a joint technical cooperation agency of the United Nations Conference on Trade and Development (UNCTAD) and the World Trade Organization (WTO), is the focal point for all United Nations technical cooperation activities in trade promotion, as affirmed by the Economic and Social Council in its resolution 1819 (LV) of 9 August 1973.

The representative of the International Trade Centre (ITC) said that its mandate was primarily trade promotion and business development.

This agency acts as a one stop shop and as the focal point for investment promotion activities.

It was also reported that UNCTAD had carried out an assessment of the investment promotion capacity of the national investment promotion agency (Agence Nationale de Développement de l'Investissement).

Promotion of wider participation in international trade law conventions and use of model laws

In fact, several specific trade facilitation measures, including those related to transit trade and coordination at border crossings, are often included in the trade promotion agendas of regional organizations.

More specifically, the Office contributed a chapter entitled Human rights, gender and trade a legal framework and other inputs to a book, Trade and Gender Opportunities and Challenges for Developing Countries, published by UNCTAD, as the lead agency in the Inter Agency Task Force on Trade and Gender, in June 2004.

The following United Nations specialized agencies were represented International Atomic Energy Agency and World Trade Organization.

It had developed a number of tools for investors and Governments aimed at helping trade promotion.

Work has started to define priorities for establishing institutions needed for private sector development, including an investment promotion agency (a priority).

Topics such as trade capacity building, innovation, technology upgrading, investment promotion and SME development would be covered.

For the promotion of intra African trade, it organized an expert group meeting in March 2005 to discuss constraints on intraregional trade and measures for addressing them.

In 1961, the Economic Development Board (EDB) of Singapore was established as a one stop investment promotion agency to assist foreign firms in their operations in Singapore.

The ability to export helped growth, but there was a need to distinguish between export promotion and trade liberalization in a more general sense.

Finally, with respect to point (iii), UNCTAD continues to cooperate with the Centre for the Promotion of Imports from Developing Countries (CBI), the Swiss Import Promotion Programme and the International Trade Centre on promoting market access for biodiversity products.

South South cooperation, including the promotion of regional trade, could add new sources of financing and develop new export capacities in the least developed countries.

Another tool was the Market Access Map, a database on market access barriers, developed to enhance transparency and to support international marketing and trade promotion.

The Review action plan recommended that action be taken to review and update the current investment legislation, to reform land access, to strengthen the local investment promotion agency, to promote good governance and to devise proactive policies dedicated to the promotion of national and regional investment opportunities.

The measures outlined in the areas of financing for development, debt cancellation, trade promotion, investment and other specific areas of development need to be fully implemented.

WASHINGTON, DC The debate in the United States about trade has taken an unfortunate turn. Instead of discussing the detailed issues on their merits, President Barack Obama s administration has chosen to emphasize the need for fast track procedures (also known as trade promotion authority, or TPA) to negotiate any trade agreement.

In the case of China, OFDI approval procedures have been simplified and the Investment Promotion Agency, established under the Ministry of Commerce, provides support in helping Chinese enterprises to invest abroad.

In addition to the above mentioned organizations, the Ministry of International Trade and Industry, the National Police Agency, the Geographical Survey Institute of the Ministry of Construction and the Fire Defence Agency of the Ministry of Home Affairs have made space related budgetary appropriations.

The General Assembly might wish to acknowledge the importance of those activities for the coordination and promotion of further modernization, harmonization and unification of international trade law.

A history of trying to reopen international negotiations that the executive has already concluded is also the reason why Congress has to give Obama so called trade promotion authority (which entails fast track congressional votes on trade agreements). Otherwise, America s trading partners will not negotiate seriously in ongoing regional and global trade negotiations.

These countries are in dire need of technical assistance in building their trade and investment promotion capacity and enhancing the quality of their export products so that they may be able to participate meaningfully in world trade and gain access to global markets.
