The reduced requirements resulted from the fact that the actual 12 month average troop strength (5,458) was lower than the budgeted 12 month average troop strength (5,627).

As at 1 December, UNMIL troop strength stood at 14,832.

Upon enquiry, the Advisory Committee was informed that deployment of troops and equipment was going according to the planned schedule and that by the end of April troop strength would reach the set target of 15,714 contingent personnel.

I should like to recall, in this connection, that in my report of 16 August 2004 (S 2004 650) I recommended the increase of MONUC troop strength by an additional 13,100, thus bringing the Mission's total authorized strength from 10,800 to 23,900, comprising five brigades, one each for Ituri, North Kivu, South Kivu, Katanga and the Kasaïs.

The ongoing restructuring of the armed forces to reduce their troop strength from the present level of some 13,000 military personnel to 10,500 by 2007 has slowed considerably, owing to the shortage of resources to cater for the retrenchments.

Resources approved by the Assembly for the Mission provided for its maintenance based on the concept of operations and authorized troop and civilian police strength approved by the Security Council in its resolution 1493 (2004) of 28 July 2004.

The purpose of the revised budget is to present the additional requirements of the Mission for 2004 05 resulting from the increase in troop strength and the expansion of its mandate as set out in Security Council resolution 1565 (2004).

Strengthening cooperation with troop contributing countries.

The strength of a peacebuilding commission would lie in a high level intergovernmental body that could bring together the main strands of peacebuilding and involve a core membership taken from the Security Council, the Economic and Social Council, relevant troop contributors and donors.

In the opinion of the Advisory Committee, the other post requests are merited as they are directly related to the increase in the Mission's troop strength, as well as the adjusted military concept of operations, including the establishment of Divisional Headquarters in Kisangani.

Clearer linkages were needed between requested financial and human resources and increases in troop strength or newly mandated activities and the next proposed budget should contain a much clearer analysis of existing resources and capacities and justifications for new posts, redeployment and restructuring.

Rather than preceding the insurgency, the Taliban followed the troop deployment, and as far as I'm concerned, the troop deployment caused their return.

Although changes to the size of the Mission and the deployment of additional personnel present challenges, a greater effort should have been made to clearly link proposed new posts and redeployments to the increase in troop strength and the expanded mandate of the Mission.
