201. The Secretary General appointed Hans van Ginkel as the fourth Rector of the United Nations University.

4. The appointment of a new Rector of the University in September 1997 has given added impetus to substantive policy and programmatic cooperation between United Nations organizations and the University.

In that light, the Secretary General would recommend to ACC the participation of the Rector of the University in the relevant discussions in ACC.

227. The Rector addressed the plenary sessions in Copenhagen and Beijing and described in his statements the work of the University related to each Conference.

25. Regular informal substantive consultations are held between the Rector and the senior academic staff of the United Nations University and United Nations senior officials.

In 1994, Mr. Turgunaliev had authorized, in his capacity as rector, a loan of 10,000 from the university for the purposes of business ventures on the part of Mr. Stamkulov, the university apos s management director.

4. Also requests the Council and the Rector to enhance further coordination and complementarity between the University apos s programmes and its research and training centres

Noting with appreciation the efforts made by the Rector of the United Nations University in intensifying his interaction with United Nations Headquarters in the context of the development and implementation of a University wide strategic plan which would help the University determine an overall strategic direction for the future,

It concerns (a) Mr. Topchubek Turgunaliev, a 55 year old former Rector of the Human Sciences University in Bishkek, who is also a representative of the Erkin Kyrgyzstan (Free Kyrgyzstan) opposition movement, and (b) his former university colleague Timor Stamkulov.

Mr. van Ginkel (Rector of the United Nations University) said that in November he would present a biennial report on the United Nations University's work concerning financing for development.

235. Professor Takashi Inoguchi, Professor of Political Science at the University of Tokyo, assumed the post of Senior Vice Rector of UNU in April following a lengthy search process.

Mr. van Ginkel, who is a citizen of the Netherlands, had previously been Rector Magnificus at the University of Utrecht and had been a UNU Council member since 1992.

A UNU delegation headed by the Rector participated in the Summit, and the Rector made a presentation to the plenary.

3. Welcomes the contribution made by the University to the work of the United Nations, both in intergovernmental processes, including United Nations global conferences, and in analytical work, and requests the Rector to intensify his efforts to extend the policy studies programme of the University

Mr. van Ginkel (Rector, United Nations University), illustrating the continuing development of the United Nations University (UNU) as a think tank for the United Nations system, said that UNU had received increasing recognition for its work, particularly with respect to research and capacity building.

The Rector of UNU is empowered by both the Charter of the University and by the powers delegated to him in the memorandum from the Under Secretary General for Administration and Management dated 11 July 1986 to set the employment conditions of consultants engaged by the University.

The Rector Council of the United Nations University should report, through the Secretary General of the United Nations, to the General Assembly on specific actions taken to implement the directives of the General Assembly, as part of the periodic reports on the work of the University

In April, the Rector and the Minister of Higher Education of Jordan signed the legal instrument necessary to enable the UNU ILA offices to be established within the University of Jordan campus in Amman.

2. Takes note with appreciation of the steps taken by the Council and the Rector of the University to promote the work and visibility of the University and to enhance and diversify its interaction with and contributions to the work of the United Nations, and encourages them to continue such efforts

After presenting his assessment, the Rector suggested to Council members that a university wide strategic plan be formulated to determine what UNU is meant to be doing and to find ways of doing those things better.
