There are more women than men in own account farm work, unpaid family work, and waged employment (table 14.12).

The shift from waged labour to informal, unpaid family labour and self employment provides poor quality work and does not contribute to stabilization or expansion of employment.22

These figures exclude unpaid family labour and a marked increase in self employment , both of which tend to mask the figure of those who gave up seeking employment.

On the other hand, the status of unpaid workers was quickly abandoned once an opportunity for formal employment presented itself.

Of the jobs created during the period in question, 51.7 per cent (if one excludes domestic employment) were in the categories of self employed workers, employers and unpaid family workers.

Panamanian housewives number 334,087, or 29.03 per cent of women, but are not counted among the economically active population because their work is not considered productive employment. This approach is debatable, since many experts consider the work done by housewives to be unpaid hidden employment.

The Board noted that out of the total unpaid pledges of 10.65 million outstanding from seven countries at 31 December 1997, excluding the unpaid pledges for future years, two pledges totalling 6.04 million had remained unpaid for over 10 years. In one case 3 million of a pledge to the Endowment Fund remained unpaid for 22 years and in the second case a pledge of 3.04 million remained unpaid for 11 years.

At present, unpaid assessments amount to some 22.7 million.

The economic value of this unpaid contribution is enormous.
