While integrated water resource management provides an integrated framework for addressing water issues, countries will want to tailor integrated water resources management plans to their own particular water management needs and objectives.

Preparing integrated water resource management plans and creating an institutional and policy framework

The sustainable development and management of groundwater resources is a critical element of water resource management in many countries.

Provision of education to girls and women at all levels on water issues can promote more efficient water use and water resource management.

An integrated, multisectoral and balanced approach can be most effective, addressing drinking water and sanitation together with water resource management.

(a) Countries should be encouraged to adopt integrated water resource management, including demand management, develop renewable and non conventional resources, and involve stakeholders in planning and implementing water policies

Of particular importance to Kenya was the strengthening of water resource management initiatives, one of which was the African Ministers Council on Water.

Management of transboundary water resources could be assisted through bilateral, regional or subregional arrangements, with support for capacity building from international financial and other institutions, using integrated water resource management as a reference.

It was important to pay keen attention to water resource management and adequate sanitation and to develop effective early warning systems for preventing natural disaster risks.

In the framework of the UNESCO ESA Earth Observation for Integrated Water Resources Management in Africa Space Hydrology International Partnership project, capacity building activities on the application of remote sensing to water resource studies will be initiated in 2005.

Information supplied by those satellites may be used to address a wide range of tasks in such fields as agriculture, climatology and weather forecasting, cartography, efficient land management, prospecting for mineral resources, forestry, water resource management and monitoring emergency situations.

Environmental degradation, lack of equitable water resource management, natural disasters, the technology divide and the difficulty of obtaining access to international markets were among the problems that needed to be tackled.

Pressure on water resources due to increased crop intensity brings about increased water resource competition in areas where water resources are scarce.

To enhance UNODC's performance, and to save costs, a number of significant reform steps have been taken in the areas of human resource management, financial resource management and information technology support.

In 2001 UNIDO's Human Resource Management Branch introduced the Human Resource Management Framework, which aimed to support UNIDO's effort to create a leaner institution that fosters management excellence and is accountable for achieving results determined by the Member States.

Natural resource crisis conditions prevail, particularly with respect to water, land and energy.

In the past two years some significant policy instruments have been introduced, such as the Governmental Water Resource Policy (2004), the National Policy for Integral Solid Waste Management (2004), the National Environmental Education Policy (2004), the National Fire Management Policy (2005) and the Soil Conservation Policy (ongoing).

Key elements of a systematic integrated water resource management process may include the following actions (a) establishing a national mechanism for the preparation of the plan, for example an inter ministerial committee (b) aligning national water management objectives and priorities with national development programmes and translating international commitments into the national context and (c) strengthening national capacities, as required, to prepare the plan.
