The European Union warmly welcomes the signing in Washington on 23 October 1998 of the Wye River Memorandum between Prime Minister Benjamin Netanyahu and Chairman Yasser Arafat.

The Wye River Memorandum between Israel and the Palestine Liberation Organization (PLO) contains specific commitments by the parties to halt incitement to violence (article II, para. 3).

The Supreme Council considered developments in the Middle East peace process and welcomed the Wye River Memorandum signed on 23 October 1998 by the Palestinian and Israeli sides.

Following the Wye River Memorandum, Israel expects that the General Assembly will not put forth resolutions that prejudge the outcome of the final status negotiations, including the issue of statehood.

2. It is also disturbing that the Foreign Minister considers Israel apos s undertakings, as stated in the Wye River Memorandum, as quot conditional quot upon compliance by the Palestinian side.

The European Union strongly supports the Wye Memorandum as a welcome step forward in the peace process, and welcomes the implementation of the first phase of the Memorandum by both sides.

This is my first letter to you as Foreign Minister and it is being sent almost immediately after the successful conclusion of negotiations between Israel and the Palestinians at the Wye Plantation, Maryland.

This attack came several days after Israeli and Palestinian negotiators returned from signing the Wye River Memorandum, and at the very moment that discussions on its approval were being conducted in the Israeli Cabinet.

6. It is to be hoped that the Wye agreement will bring to an end the delays and unilateral actions that have hampered progress in the Middle East peace process for far too long.

In signing the Wye Agreement, Israel has made painful territorial concessions, with the knowledge that while Palestinian undertakings are less tangible (and reversible), nonetheless a sincere effort will now be made to create a new climate of peace.

As the agreement signed by the two sides has tremendous import for the continuation of the peace process, I therefore wish to take this opportunity to apprise you of some of the more salient points contained in the Wye River Memorandum.

(e) Agreement to renew negotiations on the quot safe passage quot of goods and people between Gaza and Judea and Samaria with the intention to conclude an agreement within a week of the Wye River Memorandum apos s entering into force.

It is imperative that the good will demonstrated at Wye Plantation be translated into scrupulous implementation of the commitments made by both sides, thereby rebuilding confidence and raising new hope for peace, stability and security for all in the region.

3. It is shocking that the Foreign Minister, while speaking of the agreement, uses a phrase like quot Judea and Samaria quot to describe the West Bank, in flagrant violation of the Wye River Memorandum and other existing agreements between the two sides.

They grossly violate the Geneva Convention relative to the Protection of Civilian Persons in Time of War of 12 August 1949 and numerous Security Council resolutions, as well as the terms of the Israeli Palestinian agreements, including the recently concluded Wye River Memorandum.

In this context, the Committee expressed the hope that the Wye River Memorandum, signed on 23 October 1998, would be fully implemented, provide the much needed impetus to the Oslo process and help the parties to move forward to the negotiations on permanent status issues.

In response to this horrific attack, it is imperative that the Palestinians start carrying out their written pledge of quot zero tolerance for terror and violence quot and begin the quot systematic and effective combat of terrorist organizations and their infrastructure quot (see Wye Memorandum, II A).

The Palestinian side reaffirms its commitment to implementing the provisions of the Wye River Memorandum towards the implementation of the existing agreements (the Declaration of Principles of 1993 and the Interim Agreement of 1995) and towards reaching a final settlement based on Security Council resolution 242 (1967).
