The Conference strongly urges the non party States to refrain from acts which would defeat the object and purpose of the Treaty as well as to take practical steps in support of the Treaty, pending their accession to the Treaty as non nuclear weapon States.

The present Review Conference therefore needed to reinforce the goal of universal accession to the Treaty and encourage Israel, India and Pakistan to take the sovereign decision to join the Treaty as non nuclear weapon States.

As the Final Document of the 2000 Review Conference signifies, after the recent accession of several countries to this treaty, all countries in the Middle East region, except for the Israeli regime, have become States parties to the treaty.

On 4 November 2002, the Government of the Republic of Cuba deposited its instrument of accession to the Treaty on the Non Proliferation of Nuclear Weapons with the Government of the Russian Federation, thereby becoming a State party to that Treaty.
