The just concluded meeting of the European Council acknowledged the progress made by both Serbia and Kosovo, with the Serbs being given a (somewhat conditional) start date for accession negotiations and Kosovo to begin a pre screening process. The EU bet here is that, on the back of Croatia s accession, the enlargement logjam in the western Balkans will finally be broken.

When a State ratifies, accepts, approves or accedes to this Convention after the deposit of the third instrument of ratification, acceptance, approval or accession, this Convention enters into force in respect of that State on the first day of the month following the expiration of six months after the date of the deposit of its instrument of ratification, acceptance, approval or accession.

3. This Convention is open to accession by all Member States of the United Nations. Accession shall be effected by the deposit of an instrument of accession with the Secretary General.
